【摘要】：20世紀(jì)50年代末60年代初,甘肅省出現(xiàn)的大量外流婦女是在人為工作失誤和連續(xù)三年自然災(zāi)害接踵而至的情況下產(chǎn)生的,這些婦女在生活最困難的1958—1963年大多外流到經(jīng)濟(jì)條件相對(duì)較好的陜西省的一些縣、市。在此期間,外流婦女的生存狀況異常艱辛,她們不僅遭受著被拐騙的厄運(yùn),且迫于生計(jì)與流入地男性非法同居,并要時(shí)時(shí)忍受種種不公正的待遇。雖然如此,外流婦女在一定程度上對(duì)減輕原有家庭和政府負(fù)擔(dān),促進(jìn)流入地生產(chǎn)生活的交流上也做出了一定貢獻(xiàn)。但是也必須看到,婦女外流擾亂了正常的社會(huì)秩序,對(duì)她們的家庭造成了諸多不安定因素,而且一些少數(shù)民族婦女外流的際遇對(duì)她們的風(fēng)俗習(xí)慣也形成了沖擊。盡管如此,到了1963年下半年,當(dāng)經(jīng)濟(jì)困難時(shí)期基本上度過了以后,許多甘肅農(nóng)民自行前往陜西或請(qǐng)求政府出面尋找妻室兒女。在此情況下,甘、陜兩省民政廳親自領(lǐng)導(dǎo),不僅針對(duì)外流婦女的若干問題頒布文件來(lái)傳達(dá),還組織了接遣工作組及若干個(gè)收容遣送站協(xié)助工作,對(duì)外流婦女進(jìn)行救助和安置。不過,在接遣過程中也遇到了外流婦女流入地的一些阻撓,且由于多種原因造成了返鄉(xiāng)婦女的復(fù)流。不過這項(xiàng)工作在1963年底至1964年間還是基本上妥善地解決了。
[Abstract]:In the late 1950s and early 1960s, the massive outflow of women from Gansu Province was caused by human error and three consecutive years of natural disasters. Most of these women emigrated in 1958-1963 to some counties and cities in Shaanxi Province, where economic conditions were relatively good. During this period, the living conditions of the outflow women were extremely difficult. They not only suffered the bad luck of being abducted, but also were forced to live in illegal cohabitation with the men in exile, and they had to endure all kinds of unfair treatment from time to time. Nevertheless, the outflow of women to some extent has contributed to lightening the burden on families and the government and promoting the exchange of productive and living land. However, it must be seen that the outflow of women has disturbed the normal social order, caused many unstable factors to their families, and the fate of some minority women's outflow has also impacted their customs and habits. Nevertheless, in the second half of 1963, when the economic difficulties were largely over, many Gansu farmers went to Shaanxi on their own or asked the government to look for their wives and children. Under such circumstances, the civil affairs departments of Gansu and Shaanxi provinces have personally led, not only promulgating documents to convey the problems of women outflow, but also organizing a task force and a number of reception and repatriation stations to assist in the work of assisting and resettling women who have fled abroad. However, some obstacles to the outflow of women into the country were encountered during the process, and for a variety of reasons women returned to their hometowns. But the work was largely settled between late 1963 and 1964.
