【摘要】：中國的政黨協(xié)商實踐由來已久,萌芽于大革命時期,初步形成于抗日戰(zhàn)爭時期。華北事變后,中日民族矛盾上升為主要矛盾,抗日救亡成為各階級、階層的共同政治目標。在抗日民族統(tǒng)一戰(zhàn)線建立的基礎(chǔ)上,各黨派在統(tǒng)一戰(zhàn)線內(nèi)通過多種形式的協(xié)商,支撐了全民族抗戰(zhàn)的局面,也因此形成并發(fā)展了政黨協(xié)商。本文在考察抗日戰(zhàn)爭時期政黨協(xié)商的歷史背景、政治基礎(chǔ)、思想理論及實現(xiàn)形式的基礎(chǔ)上,深入剖析了各黨派在政黨協(xié)商合作中存在的共性及差異,總結(jié)了各黨派協(xié)商合作對今天我國政黨協(xié)商的借鑒意義。全文一共分四個部分:第一部分:分析抗日戰(zhàn)爭時期政黨協(xié)商的政治基礎(chǔ),對日本發(fā)動全面侵華戰(zhàn)爭、各階級政治態(tài)度和政治主張的轉(zhuǎn)變以及全民族統(tǒng)一戰(zhàn)線的建立予以概述。第二部分:對各黨派協(xié)商合作的思想發(fā)展的進程及主要內(nèi)容進行論析,同時對各黨派思想主張的地位作用進行具體分析。第三部分:對各黨派政黨協(xié)商的主要形式進行梳理,包括國共兩黨的遇事協(xié)商、國民參政會和政治協(xié)商會議中的多黨政治協(xié)商以及中共與中間黨派的多樣化協(xié)商。第四部分:對抗戰(zhàn)時期各黨派協(xié)商合作的思想、形式和具體實施中的優(yōu)點和不足進行客觀分析從中總結(jié)經(jīng)驗和教訓,并結(jié)合當今社會實際闡述現(xiàn)實啟示。
[Abstract]:The practice of political party consultation in China has a long history, sprouted during the Great Revolution and initially formed during the War of Resistance against Japan. After the North China incident, the national contradiction between China and Japan rose to the main contradiction, and the anti-Japanese national conflict became the common political goal of all classes and strata. On the basis of the establishment of the anti-Japanese national United front, various parties in the United front through various forms of consultation, supported the situation of the whole national war of resistance, and thus formed and developed the consultation of political parties. On the basis of investigating the historical background, political foundation, ideological theory and realization form of the party consultation during the War of Resistance against Japan, this paper deeply analyzes the commonness and difference of the parties in the political party consultation and cooperation. This paper sums up the significance of consultation and cooperation of various parties to the consultation of political parties in our country today. The paper is divided into four parts: the first part: analyze the political basis of the political party consultation during the Anti-Japanese War, and summarize the political attitude and political position of each class and the establishment of the national United front. The second part analyzes the process and main contents of the ideological development of the parties' consultation and cooperation, at the same time, it makes a concrete analysis of the role of each party's ideological position. The third part: the main forms of the consultation of the political parties, including the consultation between the Kuomintang and the Communist Party, the multi-party political consultation in the National Council for political participation and the political Consultative Conference, and the diversified consultation between the CPC and the middle parties. The fourth part is to analyze objectively the ideas, forms and advantages and disadvantages of consultation and cooperation between parties and parties in the period of Anti-Japanese War, from which to sum up the experience and lessons, and to expound the practical enlightenment combined with the reality of today's society.
