【摘要】：饒應(yīng)祺是近代新疆歷史上一位具有較大影響的人物。他主政新疆時(shí)期,俄國(guó)商人以不平等條約為依據(jù),在與我國(guó)新疆的貿(mào)易中拒不納稅。對(duì)此,饒應(yīng)祺要求俄商照章納稅,改變了中俄貿(mào)易中的不平等現(xiàn)象。庚子事變前后,俄方在新疆邊境集結(jié)軍隊(duì),對(duì)新疆的穩(wěn)定構(gòu)成極大威脅。饒應(yīng)祺遵循清政府"不許輕開(kāi)邊釁"的指示,以輯柔、防范為應(yīng)對(duì)之術(shù),有效解決了中俄外交過(guò)程中出現(xiàn)的問(wèn)題,維持了新疆的穩(wěn)定。
[Abstract]:Rao Yingqi was a man of great influence in the history of modern Xinjiang. During his administration of Xinjiang, Russian businessmen refused to pay taxes in their trade with Xinjiang on the basis of unequal treaties. It has changed the inequality in Sino-Russian trade. Before and after the Gengzi incident, the Russian side assembled troops on the Xinjiang border, which posed a great threat to the stability of Xinjiang. Prevention as a response has effectively solved the problems in the diplomatic process of China and Russia and maintained the stability of Xinjiang.
