【摘要】：長(zhǎng)期以來,學(xué)界很少注意到,李鴻章推動(dòng)下的洋務(wù)建設(shè)在19世紀(jì)70年代歷經(jīng)了一次很大的波折:從前半期的高歌猛進(jìn),到后半期的停滯不前。在這一進(jìn)程中,來自"丁戊奇荒"的沖擊,是個(gè)十分突出的因素。由于清政府的財(cái)政窘境,使得這一時(shí)期的西征軍務(wù)、洋務(wù)建設(shè)與賑災(zāi)活動(dòng)之間,出現(xiàn)了復(fù)雜的博弈局面。而在朝廷力保西征軍務(wù)的格局下,賑務(wù)最終對(duì)洋務(wù)建設(shè)形成了極大的擠壓。這一事例表明,關(guān)于洋務(wù)運(yùn)動(dòng)本身,特別是洋務(wù)建設(shè)的具體進(jìn)程,還存在需要進(jìn)一步挖掘的豐富內(nèi)容。此外,雖然軍務(wù)、洋務(wù)和賑務(wù)通常分別被歸入政治、經(jīng)濟(jì)和社會(huì)范疇,但在三者發(fā)生復(fù)雜互動(dòng)的情況下,只能從實(shí)踐出發(fā),抓住以政治屬性為中心的認(rèn)知線索,才能勘定此三者在資源分配上的境遇。
[Abstract]:For a long time, little attention has been paid to the Westernization Construction promoted by Li Hongzhang in the 1870s: from the first half of the period of high singing to the second half of the stagnation. The impact of the "Dingpentqi wasteland" is a very prominent factor. Due to the financial predicament of the Qing government, the period of the Western military expedition, the construction of Westernization affairs and the disaster relief activities, A complicated game situation has emerged. However, under the pattern of the imperial court's efforts to protect the west and the military affairs, the relief affairs eventually formed a great squeeze on the Westernization construction. This example shows that the Westernization movement itself, especially the specific process of the Westernization construction, There are rich elements that need to be further explored. Moreover, although military affairs, foreign affairs and relief are usually classified as political, economic, and social, they can only proceed from practice in the event of complex interactions among the three. Only by grasping the cognitive clue centered on political attribute, can the situation of resource allocation be determined.
