【摘要】：諺語(yǔ)“兵馬未動(dòng),糧草先行”,足見(jiàn)糧食對(duì)于戰(zhàn)爭(zhēng)的重要性。抗日戰(zhàn)爭(zhēng)全面爆發(fā)后,福建逐漸陷入糧食危機(jī),福建國(guó)民政府為應(yīng)對(duì)糧食危機(jī)實(shí)行了一系列的糧食政策。本文以抗戰(zhàn)時(shí)期福建國(guó)民政府實(shí)行的糧食政策為主線,通過(guò)對(duì)抗戰(zhàn)時(shí)期福建糧荒、福建國(guó)民政府實(shí)行的糧食統(tǒng)制政策、糧食配給政策、糧食增產(chǎn)措施及各項(xiàng)政策的實(shí)施效果等方面進(jìn)行詳細(xì)闡述,指出抗戰(zhàn)時(shí)期福建國(guó)民政府實(shí)行的糧食政策取得一定的成效,但也存在失誤。深入研究了抗戰(zhàn)時(shí)期福建國(guó)民政府實(shí)行的各項(xiàng)糧食政策及取得的效果,同時(shí)也分析了福建國(guó)民政府實(shí)行的某些不合理糧食政策所產(chǎn)生的不良影響。
[Abstract]:The proverbs "before war moves, grain comes first" shows the importance of grain to the war. After the outbreak of the War of Resistance against Japan, Fujian gradually fell into a food crisis. The Fujian National Government has implemented a series of grain policies in order to cope with the grain crisis. This paper takes the grain policy implemented by the Fujian National Government during the Anti-Japanese War as the main line, through the grain shortage in Fujian during the Anti-Japanese War, and the grain control policy implemented by the Fujian National Government. The grain rationing policy, the measures to increase grain production and the effect of various policies are elaborated in detail. It is pointed out that the grain policy implemented by the Fujian National Government during the War of Resistance against Japan has achieved certain results. However, there are also some mistakes. This paper deeply studies the grain policies and the results obtained by the Fujian National Government during the Anti-Japanese War, and also analyzes the adverse effects of some unreasonable grain policies carried out by the Fujian National Government.
