【摘要】：抗日戰(zhàn)爭全面爆發(fā)后,為應(yīng)對戰(zhàn)時財政危機(jī),達(dá)成"節(jié)約救國"和"節(jié)約建國"的訴求,國民政府在全國推行了一場影響深遠(yuǎn)的節(jié)約運動。1938年10月,國民政府公布了經(jīng)國民參政會通過的綱領(lǐng)性文件《節(jié)約運動計劃大綱》,提出以節(jié)約運動增強抗戰(zhàn)力量,并為現(xiàn)代國家構(gòu)建積蓄資本。戰(zhàn)時節(jié)約運動以節(jié)約建國儲蓄運動為中心,依托"四行二局"和各級儲蓄機(jī)構(gòu)以及黨政軍系統(tǒng),國民政府在運動中建立了一個從中央到地方、從都市到鄉(xiāng)村、從國內(nèi)到海外的節(jié)約儲蓄網(wǎng),向民間社會和海外廣泛吸納資金。作為一場全民動員運動,節(jié)約運動得到社會民眾的積極支持和廣泛參與,并取得不小的經(jīng)濟(jì)成效。但由于國民政府難以控制國統(tǒng)區(qū)的物價膨脹,加之推行方式的不當(dāng),使節(jié)約運動未能發(fā)揮出應(yīng)有的能量。
[Abstract]:After the outbreak of the War of Resistance against Japan, in order to cope with the wartime financial crisis and reach the demands of "saving and saving the nation" and "saving the nation", the National Government carried out a far-reaching thrift movement throughout the country. In October 1938, The National Government published a programmatic document, the outline of the Saving Movement Plan, which was adopted by the National Council for political participation, and proposed that the thrift campaign should strengthen the strength of the War of Resistance and build up capital for the modern country. The wartime Saving Movement focused on the Movement of Saving the people's Republic of China and Saving the people's Republic of China. Relying on the "four banks and two bureaus" and the savings institutions at all levels, as well as the party, government and army systems, the National Government set up a network of savings savings from the central to the local, from the cities to the countryside, from the domestic to the overseas during the movement. Widespread access to funds from civil society and overseas... as a national mobilization campaign, the economy movement has the active support and broad participation of the community, But it is difficult for the national government to control the inflation of prices in the areas controlled by the state, and the improper way of implementation makes the economy movement unable to give full play to its due energy.
