【摘要】：平等是人和人之間的一種關(guān)系、人與人的一種態(tài)度,也是人類(lèi)的終極理想之一。陜甘寧邊區(qū)政府建立后,根據(jù)雷經(jīng)天、何思敬同志在邊區(qū)第二屆參議會(huì)上的提案,開(kāi)始起草"刑法總、分則草案"(初稿)。
