【摘要】：南京國(guó)民政府成立后，內(nèi)政部于1928年公布《各地方救濟(jì)院規(guī)則》，要求全國(guó)各地設(shè)立救濟(jì)院，，救濟(jì)院由此成為民國(guó)時(shí)期設(shè)立較為普遍、運(yùn)行較為規(guī)范的社會(huì)保障機(jī)構(gòu)之一。救濟(jì)院的出現(xiàn)，與民生凋敝的社會(huì)現(xiàn)狀和傳統(tǒng)社會(huì)保障事業(yè)的衰敗有關(guān)，也是近代社會(huì)保障思想發(fā)展的體現(xiàn)。救濟(jì)院在短期內(nèi)于浙江各地得到普遍設(shè)置，作為政府舉辦的新式社會(huì)保障機(jī)構(gòu)，救濟(jì)院的組織結(jié)構(gòu)更加合理、救濟(jì)內(nèi)容豐富、經(jīng)費(fèi)來(lái)源多樣，資金管理方面也趨于現(xiàn)代化，設(shè)立了基金管理委員會(huì)，引入預(yù)算和決算制度。救濟(jì)院在社會(huì)保障方面發(fā)揮了一定作用。但由于種種原因，救濟(jì)院也存在救助水平較低、管理不善等問(wèn)題，使得救濟(jì)院的社會(huì)保障功能受到很大局限。
[Abstract]:After the establishment of the Nanjing National Government, the Ministry of the Interior issued the rules of the Local Welfare homes on 1928, requiring the establishment of relief homes throughout the country, which became a common practice during the Republic of China. One of the more standardized social security institutions. The emergence of the poorhouse is related to the declining social situation of the people's livelihood and the decline of the traditional social security undertakings. It is also the embodiment of the ideological development of modern social security. In a short period of time, the poorhouse was generally set up in various parts of Zhejiang Province. As a new type of social security organization organized by the government, the organization structure of the relief hospital is more reasonable and the relief content is rich. Various sources of funds and modernization of the management of funds, the establishment of the Fund Management Committee, the introduction of the budget and final accounts system. The relief homes have played a certain role in social security. But for various reasons, The social security function of the relief hospital is limited because of its low level of relief and poor management.
