【摘要】：減租減息是中國共產(chǎn)黨在抗戰(zhàn)時期為減輕農(nóng)民負(fù)擔(dān)所實行的一項特殊的土地政策和經(jīng)濟(jì)政策。減租減息的實質(zhì)是一方面減租減息,一方面交租交息。既保護(hù)廣大勞動人民的權(quán)益,又能維護(hù)地主階級的基本權(quán)益。陜甘寧邊區(qū)作為中國革命的總后方,是貫徹執(zhí)行中共中央各項政策的典范。本文旨在全面論述陜甘寧邊區(qū)減租減息政策的實施背景、實施經(jīng)過、實施過程中存在的問題、及實施后所產(chǎn)生的社會效果。 本篇論文主要分為以下幾個部分: 第一部分側(cè)重論述減租減息政策實施的特殊背景和陜甘寧邊區(qū)的土地關(guān)系情況。明確陜甘寧邊區(qū)減租減息政策是在國家面臨外患的特殊背景下,共產(chǎn)黨為了聯(lián)合各階層的力量一致抗日而采取的一個變通性的土地政策。 第二部分主要論述了陜甘寧邊區(qū)減租減息政策的實施過程。它的實施經(jīng)歷了初步宣傳階段(1937-1940)、開展實施階段(1940-1942)、全面貫徹階段(1942-1945)、復(fù)查鞏固階段(1945-1946)等四個階段。在各個階段減租減息政策呈現(xiàn)出不同的特點。 第三部分主要論述了減租減息過程中存在的問題及政府所采取的措施。具體存在的問題有邊區(qū)的土地糾紛問題、債務(wù)糾紛問題、各階層(地主、農(nóng)民、干部)他們在減租過程中的心態(tài)變化問題、減租減息過程中的法律頒布與實施問題。政府針對存在的不同問題也在不斷的完善和解決。 第四部分主要論述了減租減息所帶來的陜甘寧邊區(qū)的社會變化。減租減息政策的實施帶來了邊區(qū)政治、經(jīng)濟(jì)、生活等各方面的變化。保證了抗戰(zhàn)的勝利、削弱了邊區(qū)的封建關(guān)系、提高了人民的生活水平。 第五部分是結(jié)論。減租減息政策在當(dāng)時的環(huán)境下發(fā)揮了積極作用,也產(chǎn)生了一定的影響。但減租減息畢竟是一項不夠成熟的土地政策,對邊區(qū)的影響也非常有限。在抗戰(zhàn)勝利后,它很快被更為成熟的土地政策所替代。
[Abstract]:The Communist Party of Chinese is the reduction of rent and interest during the war to reduce the burden on farmers to implement a special land policy and economic policy. The essence of rent reduction is on the one hand on the one hand, the reduction of rent and interest, pay rent and interest. Not only the protection of labor rights and interests of the people, but also to maintain the basic rights and interests of the landlord class. The Shaanxi Gansu Ningxia border region as the rear China revolution, is to implement the model of the CPC Central Committee policies. The implementation background, the present paper aims at discussing the Shaanxi Gansu Ningxia border region after the implementation of the policy of reducing rent and interest, the problems in the process of implementation, and produced after the implementation of the social effect.
This paper is divided into the following parts:
The first part focuses on the relationship between land rent reduction policy implementation and the special background of the Shaanxi Gansu Ningxia border region. Clear the Shaanxi Gansu Ningxia border region is the policy of reducing rent and interest in the special background of countries facing foreign aggression under the power of the Communist Party in order to joint all sectors of the Japanese an alterative land policies.
The second part mainly discusses the implementation process of the Shaanxi Gansu Ningxia border region. Its interest rates policy implementation experienced preliminary propaganda stage (1937-1940), (1940-1942) to carry out the implementation stage, implement stage (1942-1945), (1945-1946) review the consolidation phase of four stages. In each stage of interest rates policy presents different characteristics.
The third part mainly discusses the problems and the existence of government interest rates process of the measures. The specific problems of land disputes problems in the border region, debt disputes, all sectors (landlords, farmers, cadres) them in mind change and problems in the process of legal promulgation and implementation problems in the process of reduction of rent and interest. The government for different problems are constantly improved and resolved.
The fourth part mainly discusses the social changes brought about by the reduction of rent and interest in the Shaanxi Gansu Ningxia border region. The implementation of the policy of reducing rent and interest bring about politics, economy, changes in all aspects of life. To ensure the victory of the Anti Japanese War, weakened the feudal relations in the border region, improve the living standards of the people.
The fifth part is the conclusion. Interest rates policy has played a positive role in that environment, have a certain influence. But the reduction of rent and interest is a mature land policy, influence of the border area is very limited. After the war, it will soon be more mature land policy alternatives.
