【摘要】：晉綏邊區(qū)位于山西省西部和綏遠(yuǎn)省中東部,是陜甘寧邊區(qū)通往晉察冀、晉冀魯豫等根據(jù)地的門(mén)戶(hù),戰(zhàn)略地位非常重要。交通郵政是晉綏邊區(qū)民主政權(quán)建設(shè)的重要組成部分。1940年,晉綏邊區(qū)民主政權(quán)——山西省第二游擊區(qū)行政公署正式建立,它有一個(gè)通訊系統(tǒng),開(kāi)始稱(chēng)交通隊(duì),后來(lái)叫交通站。在這個(gè)時(shí)期,通訊工作尚無(wú)統(tǒng)一的章法。1941年3月,成立了晉西通訊總站;5月,更名為山西省政府第二游擊區(qū)行署交通總局;8月,又隨行署名稱(chēng)的變更,改稱(chēng)晉西北行政公署交通總局。1942年“精兵簡(jiǎn)政”,交通局與新華書(shū)店合并,改設(shè)為晉綏邊區(qū)交通總站。這一時(shí)期交通組織遵守統(tǒng)一的規(guī)章,人員供給由地方政府負(fù)責(zé)。1946年2月,“交郵合一”,成立了晉綏邊區(qū)郵政管理局,組織上垂直領(lǐng)導(dǎo),業(yè)務(wù)上統(tǒng)一管理,經(jīng)濟(jì)上獨(dú)立核算,收取郵資,并向社會(huì)公眾開(kāi)放郵政業(yè)務(wù)。晉綏邊區(qū)的交通郵政機(jī)構(gòu)不僅負(fù)責(zé)日常的郵件運(yùn)輸,還擔(dān)負(fù)著轉(zhuǎn)運(yùn)延安發(fā)往華北、華中、華南各抗日根據(jù)地大批圖書(shū)報(bào)刊的重要任務(wù)。晉綏邊區(qū)郵政管理局成立之前,以興縣為中心,通往雁北區(qū)、晉察冀邊區(qū)、陜甘寧邊區(qū)、晉冀魯豫邊區(qū)的主要交通干線(xiàn)有5條。交通局(站)時(shí)期,晉綏邊區(qū)內(nèi)部的郵路就不斷發(fā)展;晉綏邊區(qū)郵政管理局成立后,進(jìn)一步形成了四通八達(dá)的交通郵政網(wǎng)路。在交通局(站)時(shí)期,主要開(kāi)展函件業(yè)務(wù),負(fù)責(zé)分送中共晉綏分局、行政公署、報(bào)社、新華書(shū)店及婦聯(lián)、抗聯(lián)等人民群眾團(tuán)體的公文、書(shū)刊、報(bào)紙等,實(shí)行免費(fèi)郵寄。晉綏邊區(qū)郵政管理局成立后,交通郵政業(yè)務(wù)不斷擴(kuò)大,函件業(yè)務(wù)發(fā)展了保價(jià)信函和快遞郵件業(yè)務(wù),同時(shí)還開(kāi)展了包裹業(yè)務(wù)和匯兌業(yè)務(wù)。在當(dāng)時(shí)的社會(huì)環(huán)境下,晉綏邊區(qū)交通郵政發(fā)揮了無(wú)可替代的作用。當(dāng)時(shí)晉綏邊區(qū)境內(nèi)雖然也有電報(bào)、電話(huà)等通信聯(lián)絡(luò)方式,但發(fā)揮的作用是有限的,大部分地區(qū)間的公開(kāi)通信還是依賴(lài)交通郵政。
[Abstract]:Located in the west of Shanxi Province and the central and eastern part of Suiyuan Province, the Shansi-Kansu-Ningsia Border region is the gateway to the base areas of Shanxi, Chaji, Shanxi-Hebei-Shandong and Henan, and its strategic position is very important. Communications postal service is an important part of the construction of democratic power in the Shansi-Suiyuan Border region. 1940, The administrative office of the second guerrilla region of Shanxi Province, the democratic regime in the Shansi-Suiyuan Border region, was formally established. It had a communication system, which was called the traffic team at first and then called the traffic station. In this period, there was no unified regulation of the communication work. In March 1941, In May, it was renamed the General Administration of Traffic of the second guerrilla region of the Shanxi Provincial Government. In August, with the change of the name of the bureau, it was renamed the General Administration of Communications of the Shanxi Northwest Administration Office. In 1942, the Traffic Bureau merged with the Xinhua Bookstore. In this period, the traffic organizations complied with the unified rules and regulations, and the local government was responsible for the supply of personnel. In February 1946, the Post Office of the Shansi-Suiyuan Border region was set up and the postal administration of the Shansi-Suiyuan Border region was established, with vertical leadership in the organization. Unified management in business, independent accounting in economy, collection of postage, and opening of postal services to the public. The transportation postal agencies in the Shansi-Suiyuan Border region are not only responsible for daily mail transportation, but also responsible for trans-shipment from Yan'an to North China and Central China. The important task of a large number of books and periodicals in various anti-Japanese base areas in South China. Before the establishment of the Post Administration Bureau of the Shanxi-Suiyuan Border region, Xingxian County was the center leading to the Yanbei region, the Shanxi-Cha-Ji Border region, the Shensi-Kansu-Ningsia Border region, There are five main main lines of traffic in the Shanxi-Hebei-Shanxi-Henan Border region. During the period of the Bureau of Communications (Station), the postal routes within the Shansi-Suiyuan Border region continued to develop; after the establishment of the Shansi-Suiyuan Border region Postal Administration Bureau, During the period of the Communications Bureau (station), it was mainly engaged in correspondence business and was responsible for distributing official documents from the Shansui Branch of the Communist Party of China, the administrative office, the newspaper, the Xinhua Bookstore, the Women's Federation, and other people's mass organizations, such as the Chinese Communist Party's Shanxi and Suiyuan Branch, the Xinhua Bookstore, the Women's Federation, and the Anti-Japanese Federation. Books, periodicals, newspapers, and so on, are free of charge. Since the establishment of the Shansui Border region Post Administration Bureau, the traffic postal service has been continuously expanded, and the correspondence business has developed the business of guaranteed price letters and express mail. At the same time, parcels and exchange operations were also carried out. In the social environment at that time, the traffic and postal services in the Shansi-Suiyuan Border region played an irreplaceable role. At that time, although there were telegrams and telephone communications within the Shansi-Suiyuan Border region, But the role is limited, most of the open communications between the region or rely on transport postal services.
