【摘要】：1948年,國民黨政府在軍事戰(zhàn)場上接連失敗,實際控制的區(qū)域日益縮小,加之軍費開支日益增加,民國政府財政經(jīng)濟無以為繼,只能開動機器瘋狂印鈔,彌補巨額的財政赤字。不考慮其他后果,導致法幣快速貶值,實際購買力急劇下降。為了挽救危局,蔣介石孤注一擲,決定實行幣制改革。本文從幣制改革的背景入手,關(guān)注了幣制改革前國統(tǒng)區(qū)的大致情況和幣制改革秘密決策的大致過程。首先,論述了金圓券政策的推出及實行,幣制改革方案的公布以及“金圓泄密案”的總體情況,并側(cè)重考察了幣制改革在國統(tǒng)區(qū)的推行情況。接著以豪門巨富和金融實業(yè)資本家、中小工商業(yè)者和普通市民公教知識分子以及中下層官員幾個階層為重點,詳細論述了金圓券改革對社會各階層影響。后又考察了席卷全國的搶購風潮。隨著限價政策的取消,客觀宣告了幣改失敗,幣改失敗,又加深了民眾對貨幣信用的危機,各地開始拒用金圓券,最后導致金圓券的全面崩潰。這次幣制改革也走到了歷史的盡頭。
[Abstract]:In 1948, the Kuomintang government failed one after another on the military battlefield, the area under actual control was shrinking day by day, and the military expenditure was increasing day by day, the Republic of China government was unable to sustain its finances and economy, so it had to start printing money frantically with machines. To make up for the huge fiscal deficit, regardless of other consequences, resulting in the rapid devaluation of the French dollar, real purchasing power fell sharply. In order to save the crisis, Jiang Jieshi desperate. This paper begins with the background of the reform of the currency system, pays attention to the general situation of the areas controlled by the country before the reform of the currency system and the general process of the secret decision-making of the reform of the currency system. First of all. This paper discusses the introduction and implementation of the golden paper policy, the announcement of the currency system reform scheme and the general situation of the "gold dollar leak case". Then it focuses on the rich people and financial capitalists, small and medium-sized businessmen and ordinary citizens, public education intellectuals, as well as the middle and lower class officials as the focus of the implementation of the currency system reform in the areas under the control of the state. This paper discusses in detail the influence of the reform of gold and yuan coupons on all social strata, and then examines the rush buying tide sweeping the whole country. With the cancellation of the price limit policy, it objectively announces the failure of the reform of currency and the failure of the reform of currency. It also deepened the people's crisis of currency credit, and the local governments began to refuse to use gold currency certificates, which finally led to the total collapse of gold currency certificates. This time, the reform of currency system has also reached the end of history.
