【摘要】： 安撫使是宋承襲前代而來,通過對(duì)安撫使淵源及其入宋之后的發(fā)展變化的考察,論述了北宋由文臣出任的安撫使和經(jīng)略安撫使逐步取代由武臣擔(dān)任都部署為方面主帥的過程。由于具體職能的不同,安撫使主要可以分為賑濟(jì)類和軍事性質(zhì)類兩大類型,而最能體現(xiàn)安撫使軍政權(quán)力的就是經(jīng)略安撫使。文章以陜西五路經(jīng)略安撫使為主要研究對(duì)象,對(duì)經(jīng)略安撫使的任職資格、具體執(zhí)掌進(jìn)行了詳細(xì)的論述,考證了北宋在全國(guó)范圍內(nèi)所設(shè)立的經(jīng)略安撫使的治所,從整體上勾勒了經(jīng)略安撫使的全貌。 經(jīng)略安撫使是仁宗寶元二年(1039年)因北宋同西夏作戰(zhàn)的需要而首先在陜西設(shè)立的,后成為固定的路級(jí)官職。仁宗皇yP四年(1052年)為了平定儂智高叛亂,命令廣州和桂州的知州兼經(jīng)略安撫使。自此,經(jīng)略安撫使制度逐漸成型。 經(jīng)略安撫使不是孤立的機(jī)構(gòu)。其與路級(jí)(路級(jí)監(jiān)司、經(jīng)略安撫使之下的經(jīng)略安撫副使,還有與都鈐轄、鈐轄等)和跨路級(jí)(路級(jí)安撫使、宣撫使等)職官有著密切的關(guān)系。通過對(duì)這些關(guān)系的考察,論述了經(jīng)略安撫使在路級(jí)的職權(quán)；也反映出經(jīng)略安撫使與其他職官相互監(jiān)督與合作。作為路級(jí)帥臣,經(jīng)略安撫使不僅要接受來自監(jiān)督系統(tǒng)的監(jiān)督,中央還采取一系列措施對(duì)其進(jìn)行控制。這種控制主要是通過中央派駐軍隊(duì)中的宦官和對(duì)“便宜行事”之權(quán)的控制來實(shí)現(xiàn)的。 最后,文章在梳理經(jīng)略安撫使的具體職能及其與路級(jí)和跨路級(jí)的職官等的關(guān)系的前提下,對(duì)經(jīng)略安撫使在北宋對(duì)外關(guān)系中的地位和作用進(jìn)行了總結(jié)論述,揭示經(jīng)略安撫使在整個(gè)北宋邊防中的重要作用。 本文在前人側(cè)重對(duì)安撫使制度和政策研究的基礎(chǔ)上,考察了體量安撫使和河北沿邊安撫使的具體職能,以經(jīng)略安撫使為研究重點(diǎn)(以陜西五路為例),對(duì)經(jīng)略安撫使的任職資格、具體職掌進(jìn)行了重點(diǎn)論述。明確了北宋全國(guó)范圍內(nèi)經(jīng)略安撫使的治所,比較了經(jīng)略安撫使、經(jīng)略使、沿邊安撫使、安撫使等幾個(gè)相關(guān)官職,尤其對(duì)經(jīng)略安撫使具體職能的論述,補(bǔ)充了學(xué)界在這一問題上研究的不足。
[Abstract]:Pacification was inherited from the previous generation of Song Dynasty. Through the investigation of the origin of pacification and its development and change after its entry into the Song Dynasty, this paper discusses the process of the gradual replacement of Wu Chen as the head coach in the Northern Song Dynasty by Wen Chen as the pacification envoy and by the Confucian pacification. Due to the difference of specific functions, pacification can be mainly divided into two types: relief and military nature. This paper takes the five routes of Shaanxi Province as the main research object, discusses the qualifications of the officials in charge in detail, and verifies that the Northern Song Dynasty has set up the administrative institutions of the countries of the Northern Song Dynasty, which have been set up in the whole country. The whole picture is drawn up by a slight pacification. After a brief pacification, Renzong Baoyuan (1039) was first set up in Shaanxi because of the need of the Northern Song Dynasty and the Western Xia Dynasty, and then became a fixed rank official post. In order to quell Nong Zhigao's rebellion for four years (1052), Rinzong Emperor yP ordered Zhizhou, Guangzhou and Guizhou, to be slightly appeased. Since then, the system has gradually taken shape after a bit of pacification. An institution that is not isolated by a slight pacification. It has a close relationship with the rank of the rank (the supervisor of the rank of the road, the minor minister under the minor pacification, the seal of the seal, etc.) and the rank of the cross-grade (the rank of placating, the caressing, etc.). Through the investigation of these relations, this paper discusses the functions and powers in the road level, and also reflects the supervision and cooperation between them and other officials. As a leading official, the central government not only accepts supervision from the supervisory system, but also takes a series of measures to control it. This control is largely achieved through central military eunuchs and control over the power to act cheaply. Finally, on the premise of combing the specific functions of the Meridian pacification and its relationship with the rank of officials at the road level and the cross-road level, the article summarizes the position and function of the Meridian pacification in the external relations of the Northern Song Dynasty. This paper reveals the important role of sutra-pacification in the border defense of the Northern Song Dynasty. Based on the previous researches on the system and policy of pacification, this paper examines the specific functions of the body pacification mechanism and the Hebei border pacification envoy, and takes the Meridian pacification as the focus of the study (taking the five roads of Shaanxi Province as an example), and discusses the qualification of the Meridian Placement. The concrete duty has carried on the emphases elaboration. In this paper, the author clarifies the government offices in the Northern Song Dynasty, and compares several related official posts, such as the brief pacification, the Meridian, the border pacification, the pacification, and so on, especially the discussion on the specific functions of the Sutra and so on. It complements the deficiency of academic research on this issue.
