【摘要】: 目前,新疆建省的研究成果頗豐,是新疆史研究的重要組成部分。鑒于現(xiàn)有文獻(xiàn)資料的狀況,其大部分都是對新疆建省過程及影響的研究,對于建省后的探究較為薄弱。而新疆建省后的社會政治經(jīng)濟(jì)等各方面的研究,在整個(gè)新疆歷史發(fā)展的過程占有舉足輕重的地位,對推動(dòng)現(xiàn)實(shí)社會和諧發(fā)展也都有著積極的現(xiàn)實(shí)意義。 乾隆時(shí)期,清政府收復(fù)新疆后,實(shí)行軍府制,并在一段時(shí)期成效顯著。隨著世事變遷,軍府制的弊端不斷顯露,逐漸成為新疆發(fā)展的障礙。行政體制的改革勢在必行。1884年,新疆建省。清政府為了維持新疆的穩(wěn)定和發(fā)展先后設(shè)立四道:鎮(zhèn)迪道、伊塔道、阿克蘇道和喀什噶爾道。其中,唯有伊塔道是設(shè)立于新疆建省之后。伊塔道是四道中設(shè)立最晚,過程最為復(fù)雜,影響也最為深遠(yuǎn)的。伊塔道的設(shè)置是新疆行省制度發(fā)展的一個(gè)里程碑。 對于伊塔道的研究,正是對新疆建省后的社會發(fā)展深入探究,也是對新疆歷史研究的有益補(bǔ)充。迄今為止,學(xué)界對于伊塔道的研究極少,幾乎沒有學(xué)者對此問題進(jìn)行專門性的研究,F(xiàn)通過對伊塔道設(shè)置過程的研究,反映建省后新疆的社會狀況,力求有所突破。 本文主要采用文獻(xiàn)法,參據(jù)已有的研究成果,對伊塔道相關(guān)的主要問題進(jìn)行研究。文章主要分為四部分:第一部分簡要介紹了伊塔道的研究意義和研究現(xiàn)狀;第二部分詳述伊塔道設(shè)立的過程及行政建置;第三部分梳理由伊塔道所引發(fā)的新疆巡撫與伊犁將軍之間的矛盾;第四部分分析伊塔道職能的獨(dú)特性。
[Abstract]:At present, Xinjiang established a province of research results, is an important part of Xinjiang history research. In view of the status of the existing literature, most of them are the research on the process and influence of the establishment of Xinjiang province, but the research after the establishment of the province is relatively weak. The study of social politics and economy after the establishment of Xinjiang province plays an important role in the process of Xinjiang's historical development and has a positive practical significance to promote the harmonious development of the real society. During the Qianlong period, after the Qing government recovered Xinjiang, it implemented the military government system, and achieved remarkable results in a period of time. With the vicissitudes of the world, the malpractice of the military government system has been exposed and gradually become an obstacle to the development of Xinjiang. Administrative system reform is imperative. 1884, Xinjiang Province. In order to maintain the stability and development of Xinjiang, the Qing government established four roads: Zhendi Road, Yita Road, Aksu Road and Kashgar Road. Among them, only the Yita Road was established in Xinjiang after the establishment of the province. Ita Road is the last of the four roads, the most complex process, and the most far-reaching impact. The setting of Yita Road is a milestone in the development of Xinjiang provincial system. The study of Yitadao is not only an in-depth study of the social development after the establishment of Xinjiang Province, but also a useful supplement to the historical study of Xinjiang. Up to now, there is little research on the Ita Road in academic circles, and almost no scholars have made a special study on this issue. Through the research on the setting process of the Yita Road, this paper reflects the social situation of Xinjiang after the establishment of the province and strives for a breakthrough. This paper mainly uses the literature method, referring to the existing research results, to study the main problems related to the Ita Road. The article is mainly divided into four parts: the first part briefly introduces the significance and research status of the Ita Road, the second part details the process of the establishment of the Ita Road and the establishment of the administration. The third part combs the contradiction between the governor of Xinjiang and General Yili caused by the Yita Road; the fourth part analyzes the uniqueness of the function of Yita Road.
