【摘要】： 庫倫辦事大臣的設(shè)置始于喀爾喀蒙古歸附清朝。在復(fù)雜的宗教、部落之爭等時(shí)代背景下,由于哲布尊丹巴在漠北蒙古的影響逐漸增強(qiáng)、與俄羅斯建交后產(chǎn)生的管理邊務(wù)、互市的需要以及“撤驛之變”的刺激,使得清朝政府認(rèn)識(shí)到在喀爾喀蒙古設(shè)置合適的機(jī)構(gòu)來加強(qiáng)統(tǒng)治的必要性。庫倫辦事大臣肇始于此。乾隆中期,庫倫辦事大臣初以欽差性質(zhì)而設(shè),經(jīng)過不斷完善直至乾嘉之交遂成定制。本文以庫倫辦事大臣設(shè)置的背景及原因?yàn)榍腥朦c(diǎn),通過對(duì)庫倫辦事大臣設(shè)置的時(shí)間、庫倫辦事大臣的職責(zé)、與定邊左副將軍的比較等幾個(gè)方面闡明乾嘉時(shí)期設(shè)立庫倫辦事大臣對(duì)強(qiáng)化喀爾喀蒙古統(tǒng)治、維護(hù)北疆安全穩(wěn)定的重要作用。
