【摘要】：生態(tài)環(huán)境保護是目前國際社會最為關(guān)心的問題之一,綠色發(fā)展也早已列入中國五大發(fā)展理念,中國國家主席習(xí)近平也指出要打造"綠色絲綢之路"。本文選取人均二氧化碳排放量和森林覆蓋率數(shù)據(jù),百分制標準化并加權(quán)平均得到"一帶一路"沿線國家環(huán)境指數(shù)。同時,結(jié)合其他相關(guān)指標數(shù)據(jù),從地表基礎(chǔ)條件、生態(tài)環(huán)境系統(tǒng)、碳排放情況和環(huán)境治理能力四方面對"一帶一路"沿線國家生態(tài)環(huán)境保護現(xiàn)狀作出詳細分析。研究發(fā)現(xiàn)"一帶一路"沿線國家生態(tài)環(huán)境保護形勢嚴峻,面臨著環(huán)境基礎(chǔ)差、負擔人口多、環(huán)保能力弱的現(xiàn)狀。同時"一帶一路"沿線國家在生態(tài)環(huán)境保護領(lǐng)域存在發(fā)展階段差異大、合作制度缺失、環(huán)境制度壁壘三大問題。因此,加強"一帶一路"環(huán)保合作有相當?shù)木o迫性和必要性。
[Abstract]:Eco-environmental protection is one of the most concerned issues in the international community at present. Green development has long been included in China's five major development concepts. Chinese President Xi Jinping has also pointed out the need to build a "green silk road". In this paper, per capita carbon dioxide emissions and forest cover data are selected, and the environmental index of the countries along the "Belt and Road" route is obtained by standardization and weighted average of the percentile system. At the same time, combined with other related index data, this paper makes a detailed analysis on the status quo of ecological environment protection in the countries along the "Belt and Road" from four aspects: surface basic condition, ecological environment system, carbon emission and environmental control ability. It is found that the situation of eco-environmental protection in the countries along the "Belt and Road" Initiative is severe, facing the present situation of poor environmental foundation, large burden of population and weak environmental protection ability. At the same time, there are three major problems in the field of eco-environmental protection in the countries along the "Belt and Road": the stage of development, the lack of cooperation system, and the barriers to environmental system. Therefore, strengthening "Belt and Road" environmental protection cooperation has considerable urgency and necessity.
