【摘要】：隨著"一帶一路"戰(zhàn)略的推進,我國承擔的國際工程項目數量大幅增加,加之國際工程項目面臨風險的復雜性,風險管理日漸成為保證項目成功的重要因素。為降低風險對國際工程項目的不利影響,提高風險管理工作的有效性,本文根據國際工程項目的特點,從項目全生命周期的角度出發(fā),結合風險管理過程研究了常用風險管理方法及技術的適用階段,提出運用風險分解結構法辨識國際工程項目中存在的主要風險,并將模糊層次分析法應用到項目的風險分析與評價過程中,構建了基于國際工程項目全生命周期的風險管理動態(tài)模型。運用此模型識別出土耳其安伊高速鐵路項目全生命周期的主要風險,且利用建立的風險評價指標體系對項目的風險水平做出評價,結果驗證了該模型在項目風險管理中的適用性,可為完善我國工程公司境外承擔國際工程項目的風險管理體系提供參考。
[Abstract]:With the advancement of the strategy of "one belt and one road", the number of international projects undertaken by our country has increased substantially, and the complexity of international engineering projects is facing risks. Risk management has increasingly become an important factor to ensure the success of projects. From the point of view of the whole life cycle of an international project, this paper studies the application stages of common risk management methods and techniques combined with the process of risk management, and puts forward the method of risk decomposition structure to identify the main risks existing in the international project, and applies the fuzzy analytic hierarchy process to the risk analysis and evaluation of the project. In the process, a dynamic risk management model based on the whole life cycle of an international project is constructed. The model is used to identify the main risks in the whole life cycle of the Anyi high-speed railway project in Turkey, and the risk level of the project is evaluated by the risk evaluation index system. The results verify the model in the project risk management. The applicability of the proposed method can provide reference for improving the risk management system of Chinese engineering companies undertaking international projects overseas.
