【摘要】：粵港澳大灣區(qū)是"一帶一路"建設中國家對粵港澳區(qū)域合作提出的新概念,其發(fā)展目的在于突破區(qū)域合作的發(fā)展瓶頸,更好地發(fā)揮粵港澳地區(qū)在"一帶一路"建設中的功能與作用。本文以粵港澳合作歷史為研究背景,首先探討了當前構(gòu)建粵港澳大灣區(qū)的四大基礎特征。其次,結(jié)合區(qū)域制度與經(jīng)濟增長理論、經(jīng)濟整合理論、城市體系結(jié)構(gòu)理論等三大理論的分析,剖析大灣區(qū)制度創(chuàng)新的理論依據(jù)。理論分析發(fā)現(xiàn):(1)區(qū)域合作制度的創(chuàng)新能夠提高灣區(qū)內(nèi)生產(chǎn)要素配置的效率,從而帶來經(jīng)濟效益的提升;(2)當前灣區(qū)功能性整合大體已經(jīng)完成,區(qū)域整合的深化需要制度性整合的推進,即制度創(chuàng)新應成為區(qū)域深層次整合的重要途徑;(3)網(wǎng)絡型城市體系的建立對于打破等級化的城市發(fā)展觀念、營造更密切的區(qū)域合作氛圍具有重要意義。因此,基于提升區(qū)域整體競爭力、構(gòu)建功能型城市網(wǎng)絡的理念,本文從宏觀、中觀以及微觀三個層面提出粵港澳大灣區(qū)制度創(chuàng)新的實施機制,包括:(1)突破將粵港澳合作劃分為粵港合作與粵澳合作的發(fā)展模式,強化灣區(qū)的區(qū)域整體理念,從頂層設計入手構(gòu)建大灣區(qū)的跨境協(xié)商管治機制;(2)充分發(fā)揮現(xiàn)有溝通機制與合作平臺的作用,提高區(qū)域內(nèi)制度性整合的效率;(3)促進多種形式的合作,尤其是企業(yè)間的項目合作,增加人員在灣區(qū)內(nèi)的自由流動及執(zhí)業(yè)可能。
[Abstract]:Guangdong-Hong Kong-Macau Greater Bay Area is a new concept put forward by the developing countries of "Belt and Road" to the regional cooperation between Guangdong, Hong Kong and Macao. Its development aim is to break through the bottleneck of the development of regional cooperation. Better play the role of Guangdong, Hong Kong and Macao in the construction of "Belt and Road". Based on the history of Guangdong, Hong Kong and Macao cooperation, this paper first discusses the four basic characteristics of constructing Guangdong-Hong Kong-Macau Greater Bay Area. Secondly, the paper analyzes the theoretical basis of system innovation in Dawan area by analyzing the three theories of regional institution and economic growth theory, economic integration theory and urban system structure theory. Theoretical analysis shows that the innovation of the regional cooperation system can improve the efficiency of the allocation of production factors in the Bay area, thus bringing about an improvement in economic benefits.) at present, the functional integration of the Bay area has been largely completed. The deepening of regional integration needs the promotion of institutional integration, that is, institutional innovation should become an important way of regional deep-level integration. The establishment of network urban system can break the concept of hierarchical urban development. It is of great significance to create a closer atmosphere of regional cooperation. Therefore, based on the concept of enhancing the overall competitiveness of the region and building a functional urban network, this paper puts forward the implementation mechanism of Guangdong-Hong Kong-Macau Greater Bay Area system innovation from the macro, meso and micro levels. Including 1) break through the division of Guangdong, Hong Kong and Macao cooperation into the development model of Guangdong-Hong Kong cooperation and Guangdong-Macau cooperation, and strengthen the overall concept of the region in the bay area Starting with the top-level design, we will build a cross-boundary consultative governance mechanism in the Dawan area. (2) give full play to the role of existing communication mechanisms and cooperation platforms, and improve the efficiency of institutional integration in the region.) promote various forms of cooperation, especially project cooperation among enterprises. Increase the freedom of movement and practice of staff within the Bay area.
