中緬邊境地區(qū)緬籍學(xué)生跨境入學(xué)現(xiàn)象研究——基于云南省德宏傣族景頗族自治州的調(diào)查

【摘要】:在中緬邊境地區(qū),越來(lái)越多的緬甸適齡兒童自發(fā)跨越中緬邊界,進(jìn)入我國(guó)云南邊境沿線學(xué)校就讀。這些緬籍學(xué)生以緬北邊民為主,大多為同根同源的跨境民族;他們多集中在義務(wù)教育階段學(xué)校,尤其是國(guó)門(mén)小學(xué)就讀。緬籍學(xué)生跨境入學(xué)的原因既源于中國(guó)相對(duì)優(yōu)惠的邊境教育政策的吸引,更是源于跨境民族地區(qū)獨(dú)特的地緣文化因素的影響,以及中國(guó)經(jīng)濟(jì)高速發(fā)展對(duì)緬籍學(xué)生未來(lái)就業(yè)的驅(qū)動(dòng)。目前,緬籍學(xué)生跨境入學(xué)普遍面臨著入學(xué)機(jī)會(huì)緊缺、管理無(wú)章可循以及升學(xué)渠道不暢等問(wèn)題。我國(guó)需要從"一帶一路"倡議的高度,采取多種措施妥善處理緬籍學(xué)生跨境入學(xué)問(wèn)題。
[Abstract]:In the Sino-Myanmar border area, more and more Myanmar children of appropriate age spontaneously cross the border and enter schools along the border with Yunnan. Most of these students are borderland people in the north of Myanmar, most of them are cross-border ethnic groups of the same origin, and most of them are concentrated in the compulsory education stage, especially in the elementary school of Guomen. The reason for the cross-border enrollment of Myanmar students is not only from the attraction of China's relatively preferential border education policy, but also from the influence of unique geopolitical factors in cross-border ethnic areas, as well as the driving force of China's rapid economic development on the employment of Myanmar students in the future. At present, the cross-border enrollment of Myanmar students is faced with many problems, such as the shortage of entrance opportunities, the lack of management rules and the lack of access to higher education. China needs to take a variety of measures to properly deal with the cross-border admission of Myanmar students from the perspective of the "Belt and Road" initiative.
