【摘要】：語言文字事業(yè)具有基礎(chǔ)性、全局性、社會(huì)性和全民性的特點(diǎn),是國家綜合實(shí)力的重要支撐力量,事關(guān)國民素質(zhì)提高和人的全面發(fā)展,事關(guān)國家統(tǒng)一和民族團(tuán)結(jié),事關(guān)歷史文化傳承和經(jīng)濟(jì)社會(huì)發(fā)展,在國家發(fā)展戰(zhàn)略中具有重要地位和作用。(1)當(dāng)下我國正處在一個(gè)高速發(fā)展的時(shí)代,我國社會(huì)急遽變革,政治、經(jīng)濟(jì)、文化、生態(tài)等等各個(gè)方面都發(fā)生了較大的變化。我國語言文字事業(yè)也就相應(yīng)隨著社會(huì)的變化也在不斷向前發(fā)展。我國憲法及相關(guān)性法律規(guī)定了對我國語言文字的規(guī)范化和標(biāo)準(zhǔn)化做出了較為宏觀的規(guī)定,2000年頒布的《中華人民共和國通用語言文字法》對此進(jìn)行了進(jìn)一步的規(guī)定。語言文字相關(guān)法律體系的建立,為我國語言文字工作的展開和推進(jìn)提供了法律保障,我國的語言文字工作也取得了一系列的成就。國家通用語言文字的覆蓋率的的大幅度提高;語言文字規(guī)范標(biāo)準(zhǔn)的不斷出臺(tái)與完善;語言文字信息化的進(jìn)一步發(fā)展,語料庫建設(shè)逐步受到重視;中華文化的對外交流日益頻繁,這些都使我國語言文字規(guī)范化和標(biāo)準(zhǔn)化的建設(shè)工作提到了前所未有的高度和深度。隨著“一帶一路”建設(shè)的提出,其前提是需要逐步實(shí)現(xiàn)語言溝通。信息化時(shí)代,大數(shù)據(jù)與“互聯(lián)網(wǎng)+”使語言文字的作用急遽放大,然而當(dāng)下我國對語言文字的法律法規(guī)的規(guī)制不足,缺乏應(yīng)對當(dāng)下語言文字復(fù)雜大背景的有效治理手段,針對于此,筆者在本文提出一系列機(jī)制構(gòu)建和治理手段的設(shè)計(jì)。筆者首先在本文中分析了我國當(dāng)下語言生活現(xiàn)狀和失范情況,在其中出現(xiàn)的新情況,發(fā)生的新問題,隨后從法律的視角切入,深入剖析我國當(dāng)下的語言文字法律體系,從中分析出在當(dāng)前該法律體系中存在哪些滯后和空白;借鑒外國語言文字的法律化治理經(jīng)驗(yàn),從而進(jìn)一步提出新形勢下我國語言文字的法律化治理手段。
[Abstract]:The cause of language and writing has the characteristics of foundation, overall situation, sociality and the whole people. It is an important supporting force of the country's comprehensive strength, which is related to the improvement of the national quality and the all-round development of the people, the unity of the country and the unity of the nation. Concerning the inheritance of history and culture and the development of economy and society, it plays an important role in the national development strategy. At present, our country is in an era of rapid development. Our society is undergoing rapid changes, politics, economy, culture, The ecology and so on each aspect has taken place the big change. The cause of Chinese language and characters is developing along with the change of society. The Constitution and relevant laws of our country provide for the standardization and standardization of Chinese language and characters, which are further stipulated in the General language and character Law of the people's Republic of China promulgated in 2000. The establishment of relevant legal system of language and character provides legal guarantee for the development and promotion of Chinese language and character work, and it has also made a series of achievements. The coverage of the national common language and characters has been greatly increased; the standard of language and characters has been continuously issued and perfected; the further development of the information of the language and characters, the construction of the corpus has been gradually attached importance to; and the exchange of Chinese culture with the outside world has become increasingly frequent. All these make the construction of standardization and standardization of Chinese language and characters to unprecedented height and depth. With the construction of Belt and Road, its premise is to realize language communication step by step. In the information age, big data and the "Internet" magnify the function of language and characters. However, when the laws and regulations of Chinese language and characters are inadequate, there is a lack of effective means to deal with the complex background of current language and characters. In view of this, the author puts forward a series of mechanism construction and the design of governance means in this paper. In this paper, the author first analyzes the present situation of language life in China, the new situation and new problems, and then analyzes the current legal system of Chinese language and characters from the perspective of law. This paper analyzes what lag and blank exists in the current legal system, and draws lessons from the experience of legalized governance of foreign languages and characters, and further puts forward the legal governance means of Chinese language and characters under the new situation.
