【摘要】：農(nóng)村文化是社會(huì)主義文化事業(yè)的重要組成部分，加強(qiáng)農(nóng)村小康文化建設(shè)，，對(duì)于農(nóng)村乃至于整個(gè)國(guó)家全面小康社會(huì)的建設(shè)都具有重要的推進(jìn)作用。從我國(guó)目前發(fā)展情況來(lái)看，與農(nóng)村經(jīng)濟(jì)小康建設(shè)、政治小康建設(shè)的成果相比，農(nóng)村小康文化建設(shè)又顯得較為薄弱。因此加強(qiáng)農(nóng)村小康文化建設(shè)既是全面建成農(nóng)村小康社會(huì)的內(nèi)在要求又是全面建成小康社會(huì)的重要保障。 本文分為四個(gè)部分。第一部分，主要闡述了文化、小康文化及農(nóng)村小康文化的內(nèi)涵、外延，著重分析了農(nóng)村小康文化建設(shè)的時(shí)代特征及在全面建成農(nóng)村小康社會(huì)中的功能，并在此基礎(chǔ)上提出全面建設(shè)小康社會(huì)必須加強(qiáng)農(nóng)村小康文化建設(shè)。第二部分，通過(guò)發(fā)放調(diào)查問(wèn)卷，對(duì)山東省張店區(qū)的部分農(nóng)村村民進(jìn)行了農(nóng)村小康文化方面的專(zhuān)項(xiàng)調(diào)查，從農(nóng)民文化消費(fèi)能力、農(nóng)村文化設(shè)施供給、農(nóng)民群眾文化活動(dòng)、農(nóng)村特色文化、農(nóng)村文化市場(chǎng)監(jiān)管、農(nóng)民的主體性等方面，初步分析了當(dāng)前我國(guó)農(nóng)村小康文化建設(shè)的現(xiàn)狀。第三部分，結(jié)合相關(guān)文獻(xiàn)和調(diào)研數(shù)據(jù)，分析了農(nóng)村小康文化建設(shè)存在的問(wèn)題及成因，總結(jié)出以下五方面主要問(wèn)題：農(nóng)村小康文化建設(shè)價(jià)值取向亟需引領(lǐng)、農(nóng)村小康文化建設(shè)經(jīng)濟(jì)基礎(chǔ)薄弱、農(nóng)村小康文化建設(shè)體制機(jī)制僵化、農(nóng)村小康文化建設(shè)人才薄弱、農(nóng)村小康文化建設(shè)手段單一。第四部分，完善農(nóng)村小康文化建設(shè)應(yīng)明確農(nóng)村文化價(jià)值取向，提高對(duì)農(nóng)村小康文化建設(shè)的重視程度，充分調(diào)動(dòng)全社會(huì)力量加強(qiáng)農(nóng)村小康文化基礎(chǔ)設(shè)施建設(shè)經(jīng)費(fèi)投入，改革農(nóng)村小康文化建設(shè)體制機(jī)制，加強(qiáng)農(nóng)村小康文化隊(duì)伍建設(shè)，創(chuàng)新小康文化建設(shè)載體手段。
[Abstract]:Rural culture is an important part of socialist cultural cause. Strengthening the construction of rural well-off culture plays an important role in promoting the construction of rural and even the whole country's overall well-off society. From the current situation of development in our country, compared with the achievements of the construction of rural economic well-off and political well-off, the construction of rural well-off culture is relatively weak. Therefore, strengthening the construction of rural well-off culture is not only the inherent requirement of building a well-off society in an all-round way, but also the important guarantee of building a well-off society in an all-round way. This paper is divided into four parts. The first part mainly expounds the connotation and extension of culture, well-off culture and rural well-off culture, and emphatically analyzes the characteristics of the construction of rural well-off culture and its functions in building a well-off society in rural areas in an all-round way. On this basis, it is suggested that the construction of well-off culture in rural areas must be strengthened in order to build a well-off society in an all-round way. The second part, through issuing questionnaire, has carried on the special investigation to some rural villagers in Zhangdian District of Shandong Province in terms of the cultural consumption ability of the peasants, the supply of rural cultural facilities, and the cultural activities of the peasants, in terms of the cultural consumption ability of farmers, the supply of rural cultural facilities, and the cultural activities of farmers. This paper analyzes the present situation of the construction of well-off culture in rural areas in the aspects of rural characteristic culture, rural culture market supervision, farmers' subjectivity and so on. The third part, combined with the relevant literature and research data, analyzes the problems and causes of the construction of rural well-off culture, summarizes the following five main problems: the value orientation of the construction of rural well-off culture needs to lead. The economic foundation of rural well-off culture construction is weak, the institutional mechanism of rural well-off cultural construction is rigid, the talents of rural well-off cultural construction is weak, and the means of rural well-off cultural construction is single. In the fourth part, to perfect the construction of rural well-off culture, we should make clear the value orientation of rural culture, increase the degree of attention to the construction of rural well-off culture, and fully mobilize the whole social forces to strengthen the investment in the construction of rural well-off cultural infrastructure. To reform the system and mechanism of rural well-off culture construction, strengthen the construction of rural well-off culture team, and innovate the carrier means of well-off culture construction.
