【摘要】：在相對(duì)和平的國(guó)際環(huán)境下,絕對(duì)的硬實(shí)力之爭(zhēng)已經(jīng)無(wú)法滿足各國(guó)謀求更高國(guó)際地位的需求,塞繆爾·亨廷頓在《文明沖突論》中認(rèn)為文化或文明已經(jīng)在國(guó)際沖突中有著越來(lái)越顯耀的地位。從世界范圍來(lái)看,各國(guó)對(duì)“文化軟實(shí)力”的建設(shè)越來(lái)越重視,從我國(guó)的現(xiàn)實(shí)情況來(lái)看,國(guó)家和地方政府更是把“文化軟實(shí)力”的建設(shè)提上了議事日程�！拔幕泴�(shí)力”對(duì)于促進(jìn)我國(guó)社會(huì)的發(fā)展和國(guó)家形象的提升,發(fā)揮的作用不言而喻。處于社會(huì)轉(zhuǎn)型期的中國(guó),需要加強(qiáng)國(guó)家文化軟實(shí)力建設(shè),拓寬文化軟實(shí)力提升的渠道,以此來(lái)實(shí)現(xiàn)“文化強(qiáng)國(guó)”的目標(biāo)。本文以文化軟實(shí)力的基本理論為切入點(diǎn),區(qū)分了軟實(shí)力與硬實(shí)力的內(nèi)涵,重點(diǎn)闡述了文化軟實(shí)力和中國(guó)文化軟實(shí)力的內(nèi)涵與特征�，F(xiàn)階段提升文化軟實(shí)力對(duì)我國(guó)具有較為深遠(yuǎn)的意義,它是國(guó)家間博弈的競(jìng)技場(chǎng),是綜合國(guó)力的重要構(gòu)成,也是增強(qiáng)國(guó)家實(shí)力的重要手段。提升文化軟實(shí)力已經(jīng)成為我國(guó)社會(huì)發(fā)展的必然趨勢(shì),這既是經(jīng)濟(jì)發(fā)展的需要,還是構(gòu)建和諧社會(huì)的內(nèi)在要求。中共十七屆六中全會(huì)提出“文化強(qiáng)國(guó)”戰(zhàn)略,提升文化軟實(shí)力正是實(shí)現(xiàn)文化強(qiáng)國(guó)的必然選擇,也是文化強(qiáng)國(guó)的重要標(biāo)志。從對(duì)外關(guān)系上來(lái)看,提升文化軟實(shí)力是維護(hù)國(guó)家安全和改善國(guó)家形象的需要。我國(guó)文化軟實(shí)力的現(xiàn)實(shí)情況是成就與不足并存,例如,文化產(chǎn)業(yè)和文化事業(yè)還有相當(dāng)大的發(fā)展空間,對(duì)傳統(tǒng)文化資源的利用和創(chuàng)新還有待提高,在文化體制上還有需要完善的地方等。當(dāng)下的中國(guó),需要夯實(shí)文化軟實(shí)力建設(shè)的物質(zhì)根基,進(jìn)一步完善社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制,為文化軟實(shí)力建設(shè)提供必要的經(jīng)濟(jì)保障。中國(guó)特殊的國(guó)情要求文化軟實(shí)力建設(shè)必須立足于中國(guó)特色,始終堅(jiān)持馬克思主義、毛澤東思想和中國(guó)特色理論體系為指導(dǎo),以社會(huì)主義核心價(jià)值觀做引領(lǐng),繼承和創(chuàng)新傳統(tǒng)文化資源,借鑒和整合優(yōu)秀的外來(lái)文化等,我們還需進(jìn)一步發(fā)展文化產(chǎn)業(yè)和文化事業(yè),進(jìn)一步強(qiáng)化文化人才隊(duì)伍。
[Abstract]:In a relatively peaceful international environment, the struggle for absolute hard power has been unable to meet the needs of countries in their quest for a higher international status, Samuel Huntington, in the clash of Civilizations, argues that culture or civilization has become more and more prominent in international conflicts. From the point of view of the world, countries pay more and more attention to the construction of "cultural soft power", and from the reality of our country, the national and local governments put the construction of "cultural soft power" on the agenda. Cultural soft power plays a self-evident role in promoting the development of our society and the promotion of national image. In the period of social transition, China needs to strengthen the construction of national cultural soft power and broaden the channels of promoting cultural soft power, so as to achieve the goal of "cultural power". Based on the basic theory of cultural soft power, this paper distinguishes the connotation of soft power from hard power, and expounds the connotation and characteristics of cultural soft power and Chinese cultural soft power. The promotion of cultural soft power is of great significance to our country at the present stage. It is the arena of game between countries, the important composition of comprehensive national strength and the important means of strengthening national strength. The promotion of cultural soft power has become an inevitable trend of social development in China, which is not only the need of economic development, but also the inherent requirement of building a harmonious society. The strategy of "cultural power" proposed by the sixth Plenary session of the 17th CPC Central Committee, promoting cultural soft power is not only the inevitable choice to realize cultural power, but also an important symbol of cultural power. From the external relations point of view, the promotion of cultural soft power is the need to maintain national security and improve the image of the country. The reality of cultural soft power in China is the coexistence of achievements and deficiencies. For example, there is still considerable room for development of cultural industries and cultural undertakings, and the utilization and innovation of traditional cultural resources need to be improved. In the cultural system there is still need to improve the place and so on. At present, China needs to consolidate the material foundation of the construction of cultural soft power, further improve the socialist market economic system, and provide the necessary economic guarantee for the construction of cultural soft power. China's special national conditions require that the construction of cultural soft power must be based on Chinese characteristics, always adhere to Marxism, Mao Zedong thought and the theoretical system with Chinese characteristics as the guidance, guided by socialist core values. To inherit and innovate the traditional cultural resources and to draw lessons from and integrate excellent foreign cultures, we need to further develop cultural industries and cultural undertakings, and further strengthen the ranks of cultural talents.
