【摘要】：長(zhǎng)期以來(lái),與農(nóng)村經(jīng)濟(jì)建設(shè)、社會(huì)建設(shè)所取得的成果相比較,農(nóng)村文化建設(shè)沒(méi)有受到應(yīng)有的重視,特別是農(nóng)村公共文化的發(fā)展沒(méi)有跟上經(jīng)濟(jì)、社會(huì)發(fā)展的腳步,存在著許多突出問(wèn)題。究其原因,一個(gè)重要的方面在于農(nóng)民沒(méi)有參與到農(nóng)村公共文化建設(shè)的進(jìn)程中,農(nóng)民的主體性沒(méi)有得到充分的開發(fā),參與意識(shí)較弱,造成農(nóng)民群眾精神文化需求得不到滿足、農(nóng)村公共文化建設(shè)受到阻礙的局面。鑒于思想政治教育的基本任務(wù)是提高人們的政治覺(jué)悟,發(fā)展和完善受教育者的的品質(zhì),因此,增強(qiáng)農(nóng)民的思想文化素質(zhì)、進(jìn)而提高農(nóng)民參與農(nóng)村文化建設(shè)的積極性,應(yīng)該成為當(dāng)前農(nóng)村思想政治教育的一項(xiàng)重要任務(wù)。本文主要從四個(gè)方面對(duì)農(nóng)村公共文化建設(shè)中的農(nóng)民參與進(jìn)行了闡述。首先界定了農(nóng)村公共文化建設(shè)和農(nóng)民參與的基本內(nèi)涵,明確了農(nóng)民參與農(nóng)村公共文化建設(shè)的內(nèi)容與形式,繼而從三個(gè)方面闡明了農(nóng)民參與農(nóng)村公共文化建設(shè)的重要性,即農(nóng)民參與有利于提高農(nóng)村公共文化建設(shè)的實(shí)效性、有利于增加農(nóng)村公共文化服務(wù)的有效供給、有利于滿足農(nóng)民的文化生活需求。當(dāng)前,農(nóng)民參與農(nóng)村公共文化建設(shè)面臨著諸多困境,主要表現(xiàn)在農(nóng)民參與的積極性不高、參與農(nóng)民的結(jié)構(gòu)失衡、農(nóng)村公共文化設(shè)施缺失及低效使用、農(nóng)民參與公共文化建設(shè)的渠道不通暢等方面,究其成因,既有農(nóng)村公共文化活動(dòng)本身的問(wèn)題,也有來(lái)自農(nóng)民和政府方面的問(wèn)題。針對(duì)這些問(wèn)題,應(yīng)該從豐富農(nóng)村公共文化建設(shè)活動(dòng)的內(nèi)容與形式、保障農(nóng)民在農(nóng)村公共文化建設(shè)中的主體地位、健全農(nóng)民參與農(nóng)村公共文化建設(shè)的機(jī)制體制等方面采取有效對(duì)策,以切實(shí)加強(qiáng)農(nóng)村公共文化建設(shè)中的農(nóng)民參與,進(jìn)而提高農(nóng)村公共文化建設(shè)的水平與實(shí)效。
[Abstract]:For a long time, compared with the achievements of rural economic construction and social construction, rural cultural construction has not received due attention, especially the development of rural public culture has not kept up with the pace of economic and social development. There are many outstanding problems. An important aspect is that farmers' subjectivity is not fully developed and their consciousness of participation is weak, which results in the peasants' spiritual and cultural needs not being satisfied. The construction of rural public culture has been hindered. In view of the fact that the basic task of ideological and political education is to improve people's political consciousness, to develop and perfect the quality of the educated, therefore, to strengthen the ideological and cultural quality of peasants, and thus to enhance the enthusiasm of peasants to participate in the construction of rural culture. Should become an important task of current rural ideological and political education. This article mainly from four aspects of rural public cultural construction of farmers involved in the elaboration. Firstly, it defines the basic connotation of rural public cultural construction and farmers' participation, clarifies the contents and forms of farmers' participation in rural public cultural construction, and then expounds the importance of farmers' participation in rural public cultural construction from three aspects. That is, the participation of farmers is conducive to improving the effectiveness of rural public cultural construction, to increasing the effective supply of rural public cultural services, and to meet the needs of farmers' cultural life. At present, farmers' participation in the construction of rural public culture is facing many difficulties, mainly reflected in the low enthusiasm of farmers' participation, the structural imbalance of farmers' participation, the lack of rural public cultural facilities and the inefficient use of rural public cultural facilities. The causes of farmers' participation in the construction of public culture include the problems of rural public cultural activities and the problems of farmers and government. In view of these problems, we should enrich the contents and forms of rural public cultural construction activities, and ensure the main position of farmers in rural public cultural construction. In order to strengthen farmers' participation in the construction of rural public culture and improve the level and effectiveness of rural public culture construction, effective countermeasures should be taken to improve the mechanism and system of farmers' participation in the construction of rural public culture.
