【摘要】：基層是做好當(dāng)前扶貧開發(fā)工作,實(shí)現(xiàn)全面建成小康社會(huì)目標(biāo)的基礎(chǔ)。大學(xué)生充分發(fā)揮作為我國(guó)社會(huì)主義建設(shè)中堅(jiān)力量的作用,通過開展志愿實(shí)踐文化幫扶活動(dòng)和參與服務(wù)基層工作項(xiàng)目?jī)纱蠓绞竭\(yùn)用自身專業(yè)知識(shí)和技能在基層部門、鄉(xiāng)村小學(xué)等地開展服務(wù),為提高農(nóng)村教育水平、優(yōu)化基層隊(duì)伍建設(shè)、發(fā)展農(nóng)村科技作出貢獻(xiàn),是當(dāng)前參與基層文化扶貧的主要力量。本文通過研究分析大學(xué)生參與文化扶貧多年以來相關(guān)數(shù)據(jù),發(fā)現(xiàn)大學(xué)生在參與文化扶貧過程中出現(xiàn)了參與機(jī)制不嚴(yán)謹(jǐn)、參與發(fā)展深度不足、參與觀念含糊、長(zhǎng)效參與機(jī)制欠缺的問題。針對(duì)出現(xiàn)的問題,以精準(zhǔn)扶貧思想為導(dǎo)向,從精確識(shí)別、精確幫扶、精確管理三大方面對(duì)大學(xué)生參與文化扶貧進(jìn)行完善,避免幫扶落入走馬觀花、形式大于內(nèi)容的俗套,切實(shí)為困難群體解決問題。論文第一部分為文章研究綜述內(nèi)容,通過搜集整理當(dāng)前學(xué)者關(guān)于文化扶貧、精準(zhǔn)扶貧的研究,總結(jié)借鑒豐富研究成果的同時(shí)找出當(dāng)下學(xué)界研究疏漏之處,借以作為本文寫作立足點(diǎn)。清晰目前學(xué)界以扶貧為主題的探討大多數(shù)是與政府主體相聯(lián)系,少有研究者將大學(xué)生這一龐大人才資源作為文化扶貧的強(qiáng)大助力進(jìn)行總體研究,忽略大學(xué)生在文化扶貧中的作用。本文以大學(xué)生群體為文化扶貧參與主體展開研究,是對(duì)扶貧脫困相關(guān)理論和實(shí)用價(jià)值的有益補(bǔ)充,促進(jìn)我國(guó)扶貧工作的研究與發(fā)展。論文第二部分是對(duì)文化扶貧、精準(zhǔn)扶貧及二者關(guān)系的論述。明晰精準(zhǔn)扶貧的內(nèi)涵與發(fā)展背景,提煉精確識(shí)別、精確幫扶、精確管理三大環(huán)節(jié),確立其精準(zhǔn)化反映的細(xì)化、系統(tǒng)化、科學(xué)化、可操作化工作理念,并以此作為后續(xù)改進(jìn)大學(xué)生參與文化扶貧中不足的落腳點(diǎn)。通過對(duì)貧困文化理論的闡述明確從提高貧困地區(qū)人們受教育水平、轉(zhuǎn)變落后思想觀念和建設(shè)基層組織等方面進(jìn)行幫扶進(jìn)而達(dá)到脫貧目標(biāo)的必要性與重要性,提出有文化、有理想、有道德的大學(xué)生是支教支農(nóng)支醫(yī)、優(yōu)化基層組織建設(shè)、科技服務(wù)基層的優(yōu)秀資源,對(duì)提高貧困地區(qū)的整體科技文化水平、思想水平、民主法治素養(yǎng)起到積極作用,強(qiáng)調(diào)重視大學(xué)生參與文化扶貧的活動(dòng)與工作。論文第三部分,介紹我國(guó)大學(xué)生參與文化扶貧主要方式、內(nèi)容,總結(jié)多年來大學(xué)生參與文化扶貧的貢獻(xiàn)與發(fā)展趨勢(shì)。我國(guó)大學(xué)生主要通過開展志愿實(shí)踐文化幫扶服務(wù)和服務(wù)基層項(xiàng)目參與文化扶貧,參與大學(xué)生規(guī)模愈加擴(kuò)大,服務(wù)范圍愈加擴(kuò)散,大學(xué)生質(zhì)量愈加上乘,大學(xué)生參與成果豐碩。論文第四部分對(duì)當(dāng)前大學(xué)生參與文化扶貧提出了參與文化扶貧機(jī)制的不完善、深度發(fā)展不足、缺乏長(zhǎng)效參與機(jī)制、參與扶貧觀念含糊的問題。通過分析大學(xué)生服務(wù)基層項(xiàng)目的相關(guān)選聘與管理文件,如《關(guān)于進(jìn)一步引導(dǎo)和鼓勵(lì)高校畢業(yè)生到基層工作的意見》、《大學(xué)生志愿服務(wù)西部計(jì)劃志愿者管理辦法》等,可見其選拔、培養(yǎng)機(jī)制不完善,大學(xué)生參與基層扶貧工作職責(zé)、權(quán)責(zé)不明。結(jié)合周邊大學(xué)生開展志愿實(shí)踐文化幫扶活動(dòng)與自身實(shí)際經(jīng)歷,總結(jié)大學(xué)生參與文化扶貧活動(dòng)存在任務(wù)思維重、持續(xù)性發(fā)展不足等問題。論文第五部分針對(duì)前文提出的問題,以精準(zhǔn)扶貧思想為指導(dǎo),從精確識(shí)別、精確幫扶、精確管理三大環(huán)節(jié)對(duì)大學(xué)生、文化扶貧活動(dòng)與工作組織者提出對(duì)應(yīng)建議,強(qiáng)調(diào)對(duì)參與文化扶貧的大學(xué)生資格識(shí)別,在正確識(shí)別幫扶對(duì)象需求的基礎(chǔ)上有針對(duì)性開展幫扶活動(dòng),規(guī)范大學(xué)生參與文化扶貧的選拔、培訓(xùn)、管理、考核與宣傳工作。
[Abstract]:The grass-roots level is the basis for doing a good job in poverty alleviation and development and realizing the goal of building a well-off society in an all-round way. In order to improve the rural education level, optimize the construction of grass-roots ranks, and develop rural science and technology, the development of services in primary and secondary schools is the main force to participate in the grass-roots cultural poverty alleviation. The mechanism is not rigorous, the depth of participation is insufficient, the concept of participation is vague, and the mechanism of long-term participation is deficient. The first part of this paper is a summary of the current research on cultural poverty alleviation and accurate poverty alleviation by collecting and sorting out the current scholars'research on cultural poverty alleviation, summing up and drawing on rich research results at the same time to find out the current academic research omissions, so as to take this article as a writing foothold. Most of the questions are related to the government. Few researchers take the huge human resources of college students as a powerful aid to the cultural poverty alleviation, neglecting the role of college students in the cultural poverty alleviation. The second part of the paper is about the cultural poverty alleviation, the precise poverty alleviation and the relationship between them. It clarifies the connotation and the development background of the precise poverty alleviation, refines the precise identification, the precise help, the precise management three links, establishes its precise reflection of the refinement, systematization, scientifically, operable. It is necessary and important to improve the education level of the people in poverty-stricken areas, change backward ideas and construct grass-roots organizations so as to help them get rid of poverty. Educated, idealistic and ethical college students are excellent resources for supporting education, agriculture and medicine, optimizing the construction of grass-roots organizations, and serving grass-roots units with science and technology. They play a positive role in improving the overall scientific and technological level, ideological level and democratic and legal literacy in poor areas. They emphasize the importance of College Students'participation in cultural activities and work to help the poor. This paper introduces the main ways and contents of College Students'participation in cultural poverty alleviation and summarizes the contribution and development trend of College Students' participation in cultural poverty alleviation over the years. The fourth part of the paper puts forward the problems of imperfection, lack of depth development, lack of long-term participation mechanism and vague concept of participation in poverty alleviation. For example, the opinions on further guiding and encouraging college graduates to work at the grass-roots level and the management measures for volunteers in the Western Volunteer Service Program for College Students show that the selection and training mechanism are not perfect, and the responsibility of college students participating in poverty alleviation work at the grass-roots level is not clear. The fifth part of the paper puts forward corresponding suggestions to college students, cultural poverty alleviation activities and work organizers from three aspects: accurate identification, accurate assistance and accurate management. Emphasis is laid on the identification of the qualifications of college students participating in cultural poverty alleviation, on the basis of correctly identifying the needs of the aid objects, targeted assistance activities are carried out, and the selection, training, management, assessment and publicity of college students participating in cultural poverty alleviation are standardized.
