【摘要】：農(nóng)村公共文化服務(wù)是現(xiàn)代公共文化服務(wù)體系中的"短板",碎片化已成為制約農(nóng)村公共文化服務(wù)發(fā)展的癥結(jié),而整體性治理理論可以為應(yīng)對(duì)農(nóng)村公共文化服務(wù)碎片化難題帶來啟示。農(nóng)村公共文化服務(wù)碎片化具體表現(xiàn)為供需脫節(jié),供給部門林立交錯(cuò),供給方式多軌并存、雜亂無序等。而"對(duì)上負(fù)責(zé)"的文化行政理念,跨部門整合改革滯后,公共文化服務(wù)職能不適應(yīng)合作實(shí)踐發(fā)展要求是導(dǎo)致農(nóng)村公共文化服務(wù)碎片化的主要原因。對(duì)此,應(yīng)確立需求導(dǎo)向的治理理念及供需精準(zhǔn)對(duì)接機(jī)制,健全跨部門無縫隙協(xié)同系統(tǒng),并將增強(qiáng)合作治理能力作為政府職能調(diào)整的發(fā)力點(diǎn),進(jìn)而破解碎片化問題,提高農(nóng)村公共文化服務(wù)整體性治理水平。
[Abstract]:Rural public cultural service is a "short board" in the modern public cultural service system. Fragmentation has become the crux of restricting the development of rural public cultural service. The theory of holistic governance can bring enlightenment to the fragmentation of rural public cultural services. The fragmentation of rural public cultural services is manifested in the disconnection between supply and demand, the staggered supply departments, the multi-track coexistence of supply modes, the disorder and so on. The cultural administrative concept of "responsibility to the superior", the lag of the inter-departmental integration and reform, and the unfit of the function of public cultural service for the development of cooperative practice are the main reasons leading to the fragmentation of rural public cultural services. In view of this, we should establish the concept of demand-oriented governance and the precise docking mechanism of supply and demand, perfect the inter-departmental seamless cooperative system, and take enhancing the cooperative governance ability as the starting point of government function adjustment, and then solve the fragmentation problem. Improve the overall level of rural public cultural services governance.
