教科文組織非遺項目申報中的若干共性問題

【摘要】:在歷年來各國申報聯(lián)合國教科文組織非物質(zhì)文化遺產(chǎn)兩類名錄和一個名冊的申報/推薦材料中,重復性地出現(xiàn)了一些具有共性的問題。這些問題包括但遠不限于不當用詞和"本真性"問題、保護兒童權(quán)益的問題及動物使用問題。以上問題一方面反映出部分締約國對于《保護非物質(zhì)文化遺產(chǎn)公約》的宗旨和精神認識不足,另一方面也體現(xiàn)出教科文組織在該公約框架下設(shè)立的非遺名錄和名冊機制在面對各申報國極為復雜多樣的社會文化狀況與價值觀時可能會遭遇的"悖論"。申報國需要在國際層面的"公認"和地方或國家層面的"自認"之間謀求平衡與和解。
[Abstract]:In the past years, there have been some common problems in the application / recommendation materials of two kinds of UNESCO intangible cultural heritage lists and one roster. These include, but are far from limited to, misnomers and "authenticity", the protection of children's rights and the use of animals. The above issues, on the one hand, reflect a lack of awareness on the part of some States parties of the purpose and spirit of the Convention for the Protection of the Intangible Cultural Heritage, On the other hand, it also reflects the "paradox" that the non-legacy directory and roster mechanism established by UNESCO under the framework of the Convention may encounter in the face of the extremely complex and diverse sociocultural conditions and values of each reporting country. The reporting country needs to strike a balance and reconciliation between international recognition and local or national self-recognition.
