“一帶一路”戰(zhàn)略下黑龍江省文化貿(mào)易發(fā)展研究

【摘要】:經(jīng)濟(jì)全球化時(shí)代,文化被視為國家的軟實(shí)力,文化貿(mào)易成為國際貿(mào)易中的重要組成部分。國家"一帶一路"戰(zhàn)略的推進(jìn)為文化貿(mào)易的發(fā)展創(chuàng)造了新的發(fā)展機(jī)遇,健全"一帶一路"文化交流合作機(jī)制、完善"一帶一路"文化交流合作平臺(tái)、打造"一帶一路"文化交流品牌、推動(dòng)"一帶一路"文化產(chǎn)業(yè)繁榮發(fā)展、促進(jìn)"一帶一路"行動(dòng)文化貿(mào)易合作,以基礎(chǔ)設(shè)施互聯(lián)互通為突破口,著力推進(jìn)投資和貿(mào)易便利化,加快構(gòu)建強(qiáng)有力的投融資渠道支撐,積極促進(jìn)人文交流,充分發(fā)揮多邊雙邊、區(qū)域次區(qū)域合作機(jī)制和平臺(tái)作用,擴(kuò)大利益契合點(diǎn),切實(shí)推動(dòng)文化交流、文化傳播、文化貿(mào)易的創(chuàng)新發(fā)展是文化貿(mào)易的發(fā)展方向,文化產(chǎn)業(yè)和文化貿(mào)易對于"一帶一路"戰(zhàn)略具有較強(qiáng)的關(guān)聯(lián)效應(yīng),可促進(jìn)人文交流與合作,帶動(dòng)相關(guān)產(chǎn)業(yè)發(fā)展、促進(jìn)就業(yè)、擴(kuò)大內(nèi)引外聯(lián)、推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)、區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展。黑龍江省文化資源豐富,作為"一帶一路"戰(zhàn)略的重要邊疆省份,與俄羅斯接壤部分達(dá)到2981公里,目前開通近三十個(gè)對俄開放的邊境通道,中俄兩國長達(dá)百年的文化交融,為黑龍江省對俄文化貿(mào)易提供了獨(dú)特的條件,"一帶一路"戰(zhàn)略下黑龍江省發(fā)展文化貿(mào)易大有可為。本文從研究文化貿(mào)易理論出發(fā),依托競爭優(yōu)勢理論、產(chǎn)業(yè)集群理論、服務(wù)貿(mào)易理論等文化貿(mào)易相關(guān)理論作為基礎(chǔ)。將定性分析與定量分析相結(jié)合、理論研究與實(shí)證分析相結(jié)合、理論探討與實(shí)際應(yīng)用相結(jié)合的方法,運(yùn)用灰色關(guān)聯(lián)度分析的方法對黑龍江省文化貿(mào)易影響因子定量分析,通過對黑龍江省服務(wù)貿(mào)易總額、黑龍江省人均生產(chǎn)總值、黑龍江省文化體育與傳媒財(cái)政支出、黑龍江省文化貿(mào)易相關(guān)城鎮(zhèn)單位就業(yè)人數(shù)、黑龍江省研發(fā)經(jīng)費(fèi)占全省生產(chǎn)總值的比重、文化、體育和娛樂業(yè)對外直接投資凈額、黑龍江省公共教育相關(guān)經(jīng)費(fèi)支出占黑龍江省生產(chǎn)總值的比重等七大影響因子分析,探討"一帶一路"戰(zhàn)略下影響黑龍江省文化貿(mào)易發(fā)展的關(guān)鍵影響因子及關(guān)聯(lián)度和影響力,據(jù)此對黑龍江省文化貿(mào)易現(xiàn)狀和問題進(jìn)行研究分析,得出黑龍江文化貿(mào)易在發(fā)展中還存在文化產(chǎn)業(yè)發(fā)展不充分,對文化貿(mào)易的支撐作用弱;文化貿(mào)易發(fā)展規(guī)模小、結(jié)構(gòu)層次低;龍頭企業(yè)、特色品牌拉動(dòng)力弱;國內(nèi)國際市場化程度低;產(chǎn)業(yè)輻射力小;創(chuàng)新能力弱、專業(yè)人才供給不足等問題。借鑒發(fā)達(dá)國家和地區(qū)發(fā)展文化貿(mào)易的優(yōu)秀經(jīng)驗(yàn),有針對性的提出"一帶一路"背景下發(fā)展黑龍江省文化貿(mào)易的對策措施:加大政府扶持力度,重視科技與文化創(chuàng)新融合;增加龍頭企業(yè)與特色文化品牌知名度;搭建營銷、傳播和推廣商務(wù)平臺(tái);實(shí)施"互聯(lián)網(wǎng)+",延長文化貿(mào)易價(jià)值鏈。
[Abstract]:In the era of economic globalization, culture is regarded as the soft power of a country, and cultural trade becomes an important part of international trade. The promotion of the country's "Belt and Road" strategy has created new development opportunities for the development of cultural trade, improved the cultural exchange and cooperation mechanism of "Belt and Road", and perfected the cultural exchange and cooperation platform of "Belt and Road". To build the cultural exchange brand of "Belt and Road", to promote the prosperity and development of the cultural industry of "Belt and Road", to promote cultural and trade cooperation in the action of "Belt and Road", and to promote investment and trade facilitation by taking infrastructure connectivity as a breakthrough, Speed up the construction of strong investment and financing channels, actively promote people-to-people exchanges, give full play to the role of multilateral bilateral and regional subregional cooperation mechanisms and platforms, expand interest convergence points, and effectively promote cultural exchanges and cultural dissemination, The innovation and development of cultural trade is the development direction of cultural trade. Cultural industry and cultural trade have strong correlation effect to "Belt and Road" strategy, which can promote humanistic exchange and cooperation, promote the development of related industries and promote employment. Expand internal outreach, promote industrial structure optimization and upgrading, regional economic and social development. Heilongjiang Province is rich in cultural resources. As an important frontier province of "Belt and Road" strategy, the border with Russia has reached 2981 kilometers. At present, nearly 30 border crossings open to Russia are opened, and China and Russia have a century-long cultural blend. It provides unique conditions for Heilongjiang Province to develop cultural trade with Russia, and the development of cultural trade in Heilongjiang Province has great potential under the strategy of "Belt and Road". Based on the theory of competitive advantage, the theory of industrial cluster and the theory of service trade, this paper studies the theory of cultural trade. Combining qualitative analysis with quantitative analysis, combining theoretical research with empirical analysis, combining theoretical discussion with practical application, and applying the method of grey correlation analysis to quantitative analysis of factors affecting cultural trade in Heilongjiang Province. Through the total amount of service trade in Heilongjiang Province, the per capita gross domestic product of Heilongjiang Province, the financial expenditure on culture, sports and media in Heilongjiang Province, and the number of urban units employed in cultural and trade related towns in Heilongjiang Province, An analysis of seven factors affecting the proportion of R & D expenditure in Heilongjiang Province to the province's GDP, the net outward direct investment in culture, sports and entertainment industry, and the proportion of public education-related expenditure in Heilongjiang Province's gross domestic product, etc. This paper probes into the key influencing factors and the related degree and influence of the cultural trade development of Heilongjiang Province under the strategy of "Belt and Road", according to which the present situation and problems of cultural trade in Heilongjiang Province are studied and analyzed. It is concluded that the cultural trade in Heilongjiang is not developed sufficiently and has weak supporting effect on cultural trade, the scale of cultural trade development is small, the structure level is low, the leading enterprises and characteristic brands are weak in pulling power; The domestic and international marketization degree is low; the industrial radiation power is small; the innovation ability is weak, the specialized personnel supply is insufficient and so on. Drawing on the excellent experience of developed countries and regions in developing cultural trade, this paper puts forward countermeasures and measures to develop cultural trade in Heilongjiang Province under the background of "Belt and Road": increase government support, attach importance to the integration of science and technology and cultural innovation; To increase the popularity of leading enterprises and cultural brands with characteristics; to set up marketing, spread and promote business platforms; to implement the "Internet"; to extend the cultural trade value chain.
