【摘要】：進入21世紀后,國際新秩序在逐漸成形,而中國舉世矚目的發(fā)展也引起了全球的關(guān)注,目前,中國所面臨的國際環(huán)境日益復(fù)雜,需要進行戰(zhàn)略規(guī)劃,與外界達成一種互為動力、互為機會的友好關(guān)系,中國不僅需要“東穩(wěn)”,更需要“西進”。所以向西開放是我國尋求新發(fā)展的必經(jīng)之路,新疆是向西開放的橋頭堡,也是全方位對外開放戰(zhàn)略的關(guān)鍵環(huán)節(jié)。文化在人類社會發(fā)展中占有重要作用,提高國家文化的軟實力,才能順應(yīng)世界的總體文化的潮流,而文化安全就是中國安全重要的組成部分,各國之間文化的交流、碰撞凸顯出了沖突、矛盾,由此產(chǎn)生出的文化安全問題已成為必須直面的現(xiàn)實。特別在向西開放之后,新疆面對多元文化、對外開放戰(zhàn)略和宗教等對文化安全的影響,還有如何通過向西開放的視角正確認識文化安全的內(nèi)涵,從而尋求維護新疆文化安全的路徑,筆者在本文進行了初步探討。本文共分為四部分:第一部分是緒論,主要介紹了本文的選題背景、意義和國內(nèi)外研究現(xiàn)狀,以及本文的研究目標(biāo)、方法和重難點,并為下一步詳細分析做好鋪墊。第二部分是對向西開放和文化安全的內(nèi)涵以及關(guān)系探析。首先對向西開放的內(nèi)涵、意義和向西開放中的影響作出一定分析,其次對于文化安全的內(nèi)涵及界定、體系研究和文化安全的作用進行梳理,最后通過對向西開放的提出和文化安全的發(fā)展進行分析,進一步剖析向西開放與文化安全二者之間的關(guān)系。第三部分是實證部分,借助“習(xí)總書記治疆方略與新疆長治久安”課題組的問卷和訪談?wù){(diào)查結(jié)果,筆者獲取了向西開放視角下新疆文化安全研究的資料,并深入探究了向西開放視角下新疆文化安全現(xiàn)狀及存在的問題,在調(diào)查研究的基礎(chǔ)上分別從四個方面進行了原因分析。第四部分是對策部分。闡述了向西開放視角下新疆文化安全面臨問題的對策研究。一是加大對新疆文化安全的教育意識,增強民族凝聚力;二是貫徹文化“向西開放”戰(zhàn)略,推進新疆文化新發(fā)展;三是推動建立國際文化新秩序,將新疆文化安全置于國家戰(zhàn)略高度。
[Abstract]:After entering the 21st century, the new international order is gradually taking shape, and the development of China attracts worldwide attention. At present, the international environment facing China is becoming increasingly complex, and it needs to carry out strategic planning and reach a mutual motive force with the outside world. China needs not only stability in the east, but also progress in the west. Therefore, opening to the west is the only way for our country to seek new development. Xinjiang is a bridgehead to open to the west, and also a key link in the strategy of all-directional opening to the outside world. Culture plays an important role in the development of human society. Only by enhancing the soft power of national culture can we conform to the overall cultural trend of the world. Cultural security is an important part of China's security. Collision highlights conflicts and contradictions, resulting in cultural security has become a reality that must be faced directly. Especially after opening to the west, Xinjiang is faced with the influence of multiculturalism, the strategy of opening to the outside world and religion on cultural security, and how to correctly understand the connotation of cultural security through the perspective of opening to the west. In order to seek to maintain the path of Xinjiang cultural security, the author has carried on the preliminary discussion in this article. This paper is divided into four parts: the first part is the introduction, mainly introduces the background, significance and research status of this paper, as well as the research objectives, methods and difficulties of this paper, and make a good foundation for the next detailed analysis. The second part is the connotation and relationship of opening to the west and cultural security. Firstly, it analyzes the connotation, significance and influence of opening to the west. Secondly, it combs the connotation and definition of cultural security, the function of system research and cultural security. Finally, through the analysis of the proposal of opening to the west and the development of cultural security, the relationship between opening to the west and cultural security is further analyzed. The third part is the empirical part, with the help of the questionnaire and interview results of "General Secretary Xi Xi's strategy of ruling Xinjiang and the long-lasting peace of Xinjiang", the author obtains the research data of Xinjiang cultural security from the perspective of opening to the west. The present situation and existing problems of cultural security in Xinjiang from the perspective of opening to the west are deeply explored, and the causes are analyzed from four aspects on the basis of investigation and research. The fourth part is the countermeasure part. This paper expounds the countermeasures of Xinjiang's cultural security under the view of opening to the west. First, to increase the educational awareness of cultural security in Xinjiang and to enhance national cohesion; second, to carry out the strategy of "opening to the west" of culture and to promote the new development of Xinjiang culture; and third, to promote the establishment of a new international cultural order. Cultural security in Xinjiang will be placed at the national strategic level.
