【摘要】：中國(guó)自20世紀(jì)90年代開始,己擬訂了一項(xiàng)新的外交戰(zhàn)略. 中國(guó)外交活動(dòng)在新階段有新的安全和和諧世界的概念。這個(gè)新外交政策特別是針對(duì)中國(guó)周邊的鄰國(guó)擬定的,簽署生效后更名為睦鄰友好外交。 由于對(duì)中國(guó)的發(fā)展以及它對(duì)鄰國(guó)外交行動(dòng)的研究感興趣,尤其是和俄羅斯的新外交,以及它是怎么建立上海合作組織的。研究還對(duì)這個(gè)新的外交政策是否有效處理亞洲地區(qū)安全的威脅. 從初步的分析,新外交的出現(xiàn)是中國(guó)對(duì)它的鄰國(guó)外交的理論基礎(chǔ)。它還是有效的讓中國(guó)的鄰國(guó)相信中國(guó)友好和平共同發(fā)展的工具和有效的東亞外交的主要的關(guān)系構(gòu)架 進(jìn)一步的分析,是從歷史的角度進(jìn)行的,分析亞洲地區(qū)形勢(shì)對(duì)中國(guó)具體的安全威脅。 邊界糾紛和三股勢(shì)力是中國(guó)推動(dòng)上海合作組織成立的原因。 分析上海合作組織的活動(dòng)和文件用以評(píng)估新外交的切實(shí)有效性.
