【摘要】：中國在非洲的出現(xiàn)是當代政治領域中最具爭議的話題之一,它給亞洲和非洲帶來巨大的影響,并逐步改變著世界格局。中國近三十年的發(fā)展對國際關系有著深刻的影響并改變了其原有的性質。中非關系的核心問題,是中國是否主要對確保獲取與囤積非洲豐富但有限的自然資源,從而成為一個新的殖民強權;還是對非洲自西方殖民時代以來長期忽視的基礎設施建設、貧困陷阱與邊緣化,從而為非洲提供了一個可以信賴的解決方案。學者與非洲政策的制訂者們當中存在明顯分歧,而財政數(shù)字缺乏透明度、保密性以及無意遵守發(fā)展援助委員會、世界銀行和其他傳統(tǒng)援助機構的相關規(guī)定等方面的問題,更使得這種分歧持續(xù)不斷。中國的不干涉政策也經(jīng)常招致猛烈批評,不少人將其視為中國只顧自己的利益而資助非洲流氓政府而賦予其全權委托,而一些非洲的決策者則認為中國直接或間接地導致非洲的去工業(yè)化。本文試圖評價這些關于中國在非洲的存在所持的贊成或反對的看法,指出中非關系不應該基于一般論者錯置的假設,而應該從歷史起源的角度予以分析。中非之間的聯(lián)合關系在中國成為迅猛增長的經(jīng)濟體之前已經(jīng)開始。將中國在非洲的存在僅僅視為為其工業(yè)基礎提供能源的流行觀點忽視了中非關系的基石。從中國與非洲而不是西方的視角,本文發(fā)現(xiàn)中國與非洲各國政府鍛造的不可分割、日益緊密的聯(lián)結,其背后的驅動力量是雙方不容否認的相互需求,即各自對可以承擔得起的商品與技術,以及現(xiàn)代化對原料與資本的需求。本文并具體研究中非之間的援助,貿易和共同發(fā)展問題,提出了一些針對在非洲大地上中非合作帶來的政治和自然環(huán)境的影響建議采取的一些切實可行的辦法。南南合作需要表達南南自身的立場,而不是聽命于南南合作框架之外的其他敵對聲音。
