在外交和安全領(lǐng)域,英美關(guān)系通常被稱為特殊關(guān)系。圍繞“特殊性”,作者主要著眼于其現(xiàn)實性、含義、根源及局限展開討論。因此,本文回顧了特殊關(guān)系的背景及后冷戰(zhàn)時期的發(fā)展,通過英美反恐合作案例總結(jié)了該關(guān)系的特點即特殊性的含義,分析了特殊性得以發(fā)展的因素及其相互作用,并評價了特殊關(guān)系的意義及局限性。 作者認(rèn)為,盡管冷戰(zhàn)結(jié)束后世界經(jīng)歷了急劇的改變,英美特殊關(guān)系仍然保持著發(fā)展勢頭。兩國之間格外緊密的關(guān)系存在于從軍事、情報合作到外交支持等各個領(lǐng)域,其中體現(xiàn)的特性包括:不對稱性、可靠性和透明度以及高度協(xié)調(diào)性。而這種特殊關(guān)系是兩國間自然吸引力、共同威脅和國家利益匯聚的結(jié)果,也受到兩國實力差距的影響。四個要素的相互作用可以表示為:特殊性=共同利益×(自然吸引力+共同威脅)/國家實力 英美特殊關(guān)系為雙方都帶來了好處,但也存在局限性,尤其是對英國來說,它無法對美國政策產(chǎn)生實質(zhì)性影響,橋梁作用越來越難,特殊關(guān)系甚至給它帶來風(fēng)險。因此,作者建議英國應(yīng)當(dāng)平衡其對自身利益和對公共利益的追求,從而擺脫受制于特殊關(guān)系的困境,同時真正將美國導(dǎo)向有利于國際社會的進(jìn)步事業(yè)。
