　　中國(guó)與非洲的關(guān)系并不是國(guó)際關(guān)系中一個(gè)新的變量。中國(guó)與個(gè)別的非洲國(guó)家的關(guān)系已經(jīng)存在了幾十年,甚至早于1949年中華人民共和國(guó)的成立。但是中非關(guān)系被國(guó)際關(guān)系研究者們長(zhǎng)期忽視。直到近來(lái),來(lái)自國(guó)際關(guān)系、經(jīng)濟(jì)、歷史、政治學(xué)等學(xué)科的學(xué)者們開(kāi)始對(duì)中非關(guān)系給與關(guān)注和評(píng)論。這是因?yàn)橹袊?guó)的崛起以及中國(guó)對(duì)非洲大陸的新的策略。中國(guó)的崛起和它對(duì)非洲大陸的新策略已經(jīng)引來(lái)了許多學(xué)者們和政策制定者們的不同的解釋。這些解釋導(dǎo)致了關(guān)于非洲在國(guó)際關(guān)系中被邊緣化的無(wú)效性的激烈辯論。這篇論文就是針對(duì)這一辯論而闡發(fā)的。在這一辯論中,中國(guó)崛起的觀念的提出基于了中國(guó)傳統(tǒng)的智慧。這一觀念至少將分析家們化分為兩個(gè)陣營(yíng)。一類是持樂(lè)觀態(tài)度的分析家們,他們將中國(guó)崛起視為一種良性與和平的轉(zhuǎn)型。另一類是持悲觀態(tài)度的分析家們,他們用中國(guó)威脅論來(lái)解釋中國(guó)的顯著的和多維度的優(yōu)勢(shì)地位。而中國(guó)在非洲行動(dòng)也引起了一場(chǎng)針?shù)h相對(duì)的辯論。對(duì)于許多觀察家來(lái)說(shuō),中國(guó)與非洲的關(guān)系是非洲大陸發(fā)展的一個(gè)機(jī)遇。而另一些特別是西方觀察家則將中國(guó)在非洲的存在視為一個(gè)問(wèn)題,一個(gè)對(duì)人權(quán)、善治、民主與環(huán)保原則的挑戰(zhàn)。針對(duì)這一辯論,這篇論文通過(guò)對(duì)撒哈拉以南非洲地區(qū)的集中觀察和對(duì)中國(guó)崛起的...
