【摘要】：過去人們的研究認(rèn)為英國的霸權(quán)運(yùn)行機(jī)制包括海洋霸權(quán)優(yōu)勢和歐洲大陸均勢之間的相互依存,且這套機(jī)制對(duì)英國霸權(quán)的積極影響居多。其實(shí)英國的霸權(quán)運(yùn)行機(jī)制存在自我侵蝕的基因,這些基因包括:扶弱制強(qiáng)的均勢維持方式會(huì)導(dǎo)致歐洲大陸強(qiáng)國力量逐漸增強(qiáng)而對(duì)英國霸權(quán)構(gòu)成嚴(yán)峻挑戰(zhàn);從海外優(yōu)勢中獲取的財(cái)富轉(zhuǎn)移支付到歐洲大陸強(qiáng)國手中侵蝕了英國霸權(quán);由于有英國的擔(dān)保,均勢作為憲法原則在歐洲大陸推行讓歐洲大陸各國存在僥幸心理而不怕發(fā)動(dòng)戰(zhàn)爭,從而讓英國霸權(quán)負(fù)擔(dān)加重并最終走向衰落;歐洲認(rèn)同機(jī)制的變化即貴族"國際社會(huì)"被民族主義代替也不利于均勢的維持和英國霸權(quán)的運(yùn)行。
[Abstract]:In the past, it has been considered that the hegemonic operation mechanism of Britain includes the interdependence between marine hegemonic advantage and the balance of power on the European continent, and the positive influence of this mechanism on British hegemony is the most. In fact, there are self-eroding genes in the hegemonic operation mechanism of Britain, including: the maintenance of balance of power will lead to the gradual strengthening of the power of continental European powers and pose a severe challenge to British hegemony, and the transfer of wealth from overseas advantages to the hands of continental European powers has eroded British hegemony. Due to the guarantee of Britain, the implementation of balance of power as a constitutional principle in continental Europe makes countries in continental Europe feel lucky and not afraid to wage war, thus increasing the burden of British hegemony and eventually declining. The change of European identity mechanism, that is, the replacement of aristocratic "international community" by nationalism is not conducive to the maintenance of balance of power and the operation of British hegemony.
