【摘要】：美國和墨西哥的毒品問題不僅長期危害當(dāng)?shù)厣鐣伟埠推胀癖娊】?而且一直影響著兩國國家安全及雙邊關(guān)系。面對共同危害,美墨兩國在緝毒行動、情報(bào)、司法、邊境安全和推進(jìn)墨西哥安全部門的現(xiàn)代化等領(lǐng)域不斷加強(qiáng)合作,取得了較為顯著的成效。美墨禁毒合作不僅提高了墨西哥相關(guān)部門的禁毒能力,打擊了毒品集團(tuán)的囂張氣焰,還提升了兩國在安全領(lǐng)域的合作水平,鞏固了美墨雙邊關(guān)系。但雙方在合作中的非對稱性、美國國內(nèi)各部門政策的不統(tǒng)一、兩國具體禁毒措施上的不同策略影響了禁毒合作的深入,甚至在某些方面還產(chǎn)生了負(fù)面效果。綜合來看,美墨兩國禁毒合作給我們帶來了有關(guān)合作對象、合作領(lǐng)域、合作模式、合作目標(biāo)等方面的啟示。
[Abstract]:The drug problem in the United States and Mexico is not only a long-term threat to local public security and the health of ordinary people, but also has a long-term impact on national security and bilateral relations between the two countries. In the face of common harm, the United States and Mexico have continuously strengthened their cooperation in the fields of anti-drug operations, intelligence, justice, border security and promoting the modernization of Mexico's security sector, and have achieved more remarkable results. The anti-drug cooperation between the United States and Mexico has not only enhanced the anti-drug capability of the relevant departments in Mexico, cracked down on the arrogance of drug groups, but also enhanced the level of cooperation between the two countries in the field of security, and consolidated the bilateral relations between the United States and Mexico. However, the asymmetry in the cooperation between the two sides, the inconsistencies in the policies of various departments in the United States, and the different strategies in the specific anti-drug measures between the two countries have affected the deepening of the cooperation in drug control, and even have produced negative effects in some aspects. To sum up, the anti-drug cooperation between the United States and Mexico has brought us some enlightenments about the object of cooperation, the field of cooperation, the mode of cooperation, the goal of cooperation and so on.
