【摘要】：美國(guó)學(xué)者約瑟夫·奈關(guān)于軟實(shí)力概念的提出推動(dòng)了現(xiàn)代各國(guó)對(duì)該問(wèn)題的研究。軟實(shí)力是國(guó)家綜合國(guó)力的重要組成部分,軟實(shí)力建設(shè)的成果不僅關(guān)系到國(guó)際地位,國(guó)際影響力,更是與國(guó)家利益休戚相關(guān)。我國(guó)當(dāng)前正處于社會(huì)轉(zhuǎn)型、經(jīng)濟(jì)發(fā)展的重要時(shí)期,既需要內(nèi)部的改善提高,也需要國(guó)際的和諧互助。而要把兩者完美結(jié)合、共同提升,就必須要靠提高國(guó)家軟實(shí)力。在國(guó)家軟實(shí)力建設(shè)中,我們可以從文化、制度建設(shè)、外交戰(zhàn)略等多方面入手,多管齊下,凝聚合力。但是必須明確制度建設(shè)是重心,合法性的制度是國(guó)家發(fā)展的基礎(chǔ),而制度建設(shè)的核心則是制度正義,同時(shí),制度建設(shè)還要堅(jiān)持公平正義、切合人性的原則。目前,我國(guó)還存在諸多制度建設(shè)不足的方面,嚴(yán)重影響提升國(guó)家軟實(shí)力,不利于我國(guó)現(xiàn)代化建設(shè)�，F(xiàn)代化建設(shè)的目的是通過(guò)發(fā)展社會(huì)生產(chǎn)力,不斷提高人民的物質(zhì)文化生活水平,促進(jìn)人的全面發(fā)展。我國(guó)進(jìn)行政治體制改革就是要建立具有中國(guó)特色的社會(huì)主義政治制度,以保證人民當(dāng)家作主為根本,擴(kuò)大社會(huì)主義民主,建設(shè)社會(huì)主義法治國(guó)家,發(fā)展社會(huì)主義政治文明,不斷提高制度化的水平。通過(guò)制度的創(chuàng)新達(dá)到國(guó)家制度的不斷完善,進(jìn)而提升國(guó)家的軟實(shí)力,最終提升國(guó)際地位,增強(qiáng)國(guó)際影響力,實(shí)現(xiàn)國(guó)家利益。
[Abstract]:Joseph Nye, an American scholar, put forward the concept of soft power to promote the study of this problem in modern countries. Soft power is an important part of national comprehensive national strength. The achievements of soft power construction are not only related to international status, international influence, but also closely related to national interests. At present, our country is in the social transition, the important period of economic development, not only needs the internal improvement, but also needs the international harmonious mutual aid. In order to perfect the combination of the two, we must improve the soft power of the country. In the construction of national soft power, we can start with culture, system construction, diplomatic strategy and so on. But it must be made clear that the system construction is the center of gravity, the legitimacy system is the foundation of the country's development, and the core of the system construction is the system justice. At the same time, the system construction must adhere to the principle of fairness and justice and accord with human nature. At present, our country still has many system construction insufficient aspect, seriously affects promotes the national soft power, does not favor our country modernization construction. The purpose of modernization construction is to improve the people's material and cultural living standards and promote the all-round development of people through the development of social productive forces. The political system reform in our country is to establish a socialist political system with Chinese characteristics, to ensure that the people are the masters of their own affairs, to expand socialist democracy, to build a socialist country ruled by law, and to develop socialist political civilization. Continue to raise the level of institutionalization. Through the innovation of the system to achieve the continuous improvement of the national system, and then enhance the soft power of the country, and finally enhance the international status, enhance the international influence, and realize the national interests.
