【摘要】：艾森豪威爾任期內(nèi),美國(guó)與其他國(guó)家首腦間的互動(dòng)加強(qiáng)了,不僅較為頻繁而且形式多樣。艾森豪威爾除了與他國(guó)首腦互訪,還派特使完成他的一些特殊任務(wù),并且他還以首腦互訪為誘餌,力爭(zhēng)軟化蘇聯(lián)的立場(chǎng)。他對(duì)首腦外交手段的運(yùn)用促進(jìn)了西方國(guó)家間的緊密關(guān)系,一定程度上緩和了國(guó)際緊張局勢(shì),并在此過(guò)程中形成了自己的獨(dú)特風(fēng)格。本文運(yùn)用首腦外交的理論,對(duì)艾森豪威爾政府的首腦外交實(shí)踐進(jìn)行研究,以深化對(duì)首腦外交理論的認(rèn)識(shí)并對(duì)艾森豪威爾政府的首腦外交實(shí)踐進(jìn)行總結(jié),分析其特點(diǎn),從而加深對(duì)美國(guó)冷戰(zhàn)時(shí)期對(duì)外政策制定過(guò)程的了解。 首腦外交是古老的外交形式之一,曾在近現(xiàn)代世界舞臺(tái)上顯赫一時(shí),黎塞留、梅特涅、俾斯麥、斯大林、羅斯福等更是賦予其以個(gè)人風(fēng)格及永恒的魅力。二戰(zhàn)后,首腦外交在國(guó)際關(guān)系舞臺(tái)上發(fā)揮著越來(lái)越重要的作用。本文借助首腦外交的理論對(duì)艾森豪威爾政府首腦外交進(jìn)行研究,以探討首腦外交對(duì)美國(guó)外交所起到的重要作用。緒論對(duì)首腦外交的起源、首腦外交的研究現(xiàn)狀進(jìn)行了分析。還對(duì)首腦外交的概念進(jìn)行了闡述,首腦外交有廣義和狹義之分,本文研究的是廣義上的首腦外交。第一章到第五章通過(guò)朝鮮戰(zhàn)爭(zhēng)停戰(zhàn)協(xié)議的簽訂、蘇伊士運(yùn)河危機(jī)事件的處理等案例分析艾森豪威爾政府首腦外交的獨(dú)特性,還介紹了各國(guó)首腦訪問(wèn)美國(guó),以及艾森豪威爾出訪他國(guó)的情況,還介紹了特使外交的內(nèi)容,最后介紹了首腦之間通信的情況。結(jié)論部分通過(guò)對(duì)艾森豪威爾時(shí)期首腦外交研究的總結(jié),進(jìn)一步分析艾森豪威爾在美國(guó)外交史上做出的重要貢獻(xiàn),以及其外交實(shí)踐對(duì)首腦外交理論的貢獻(xiàn)。
[Abstract]:During Eisenhower's tenure, the interaction between the United States and other heads of state increased, not only more frequently but also in various forms. In addition to exchanging visits with other heads of state, Eisenhower also sent special envoys to complete his special tasks, and he also used the exchange of visits as bait to try to soften the Soviet position. His use of the diplomatic means of the head of state promoted the close relations between the western countries, eased the international tension to a certain extent, and formed his own unique style in the process. Using the theory of summit diplomacy, this paper studies the practice of Eisenhower Administration's summit diplomacy, in order to deepen the understanding of the theory of summit diplomacy, summarize the practice of Eisenhower administration's summit diplomacy, and analyze its characteristics. So as to deepen the understanding of the American foreign policy-making process during the Cold War. Summit diplomacy is one of the ancient forms of diplomacy, which was once prominent on the stage of modern world. Richelieu, Metterne, Bismarck, Stalin, Roosevelt and so on were endowed with personal style and eternal charm. After World War II, summit diplomacy played a more and more important role in the stage of international relations. This paper studies Eisenhower's head of government diplomacy with the help of the theory of summit diplomacy, in order to explore the important role that summit diplomacy plays in American diplomacy. The introduction analyzes the origin of summit diplomacy and the current research situation of summit diplomacy. The concept of summit diplomacy is also expounded, which is divided into broad sense and narrow sense. Through the signing of the Armistice Agreement of the Korean War and the handling of the Suez Canal crisis, the first to fifth chapters analyze the uniqueness of Eisenhower's head of government diplomacy, and introduce the visits of the heads of state to the United States. And Eisenhower's visit to other countries, also introduced the content of envoy diplomacy, and finally introduced the communication between the heads of state. The conclusion part analyzes the important contribution of Eisenhower in the history of American diplomacy and the contribution of his diplomatic practice to the theory of summit diplomacy through the summary of the study of Eisenhower's summit diplomacy.
