【摘要】：中非經(jīng)濟(jì)合作源遠(yuǎn)流長(zhǎng),可以上溯到兩干多年前。但是中非經(jīng)濟(jì)合作的大規(guī)模開展則始于新中國(guó)成立。新中國(guó)成立以后給予了非洲國(guó)家無私的援助,甚至三年國(guó)內(nèi)饑荒的時(shí)候也沒有停止對(duì)非洲國(guó)家的援助。這種援助有力的支持了非洲民族解放運(yùn)動(dòng),贏得了中國(guó)與廣大非洲國(guó)家的崇高友誼。同時(shí)中國(guó)擴(kuò)展了在國(guó)際舞臺(tái)上的活動(dòng)空間,政治上打破了美蘇兩個(gè)超級(jí)大國(guó)對(duì)中國(guó)的封鎖和孤立。這一階段中非經(jīng)濟(jì)合作主要體現(xiàn)為中國(guó)單方對(duì)非洲的經(jīng)濟(jì)援助,政治色彩和意識(shí)形態(tài)色彩濃厚。改革開放以來,國(guó)際形勢(shì)風(fēng)云變化,中國(guó)逐漸改變了這種帶有濃厚政治色彩和意識(shí)形態(tài)色彩的援助方式。把中非經(jīng)濟(jì)合作定位為“互利共贏,平等發(fā)展”,更加注重經(jīng)濟(jì)層面的利益。 中非經(jīng)濟(jì)合作的蓬勃發(fā)展改變了非洲大陸政治經(jīng)濟(jì)的平衡,這引起了國(guó)內(nèi)外學(xué)者的廣泛關(guān)注。對(duì)于中非經(jīng)濟(jì)合作現(xiàn)狀和問題的研究,總體而言可以概括為三大視角：中國(guó)視角下的中非經(jīng)濟(jì)合作、非洲視角下的中非經(jīng)濟(jì)合作與西方視角下的中非經(jīng)濟(jì)合作。上述三種視角有的從政府層面分析中非經(jīng)濟(jì)合作,有的從民間層面分析中非經(jīng)濟(jì)合作,有的從社會(huì)層面分析中非經(jīng)濟(jì)合作。本文則嘗試提供另一種分析視角：“大”外交視角,即綜合運(yùn)用政府層面、民間層面和社會(huì)層面分析中非經(jīng)濟(jì)合作。 文章分為導(dǎo)論、正文、結(jié)語三部分。導(dǎo)論部分詳細(xì)介紹了選題的原因、研究綜述、文章結(jié)構(gòu)、研究思路及研究方法。正文分為三部分：第一部分主要闡述“大’外交的內(nèi)涵,將“大”外交與“小”外交做了比較。第二部分是正文的關(guān)鍵部分,新時(shí)期中非經(jīng)濟(jì)合作的現(xiàn)狀與問題,從“大”外交的視角,即政府層面、民間和社會(huì)層面對(duì)新時(shí)期中非經(jīng)濟(jì)合作的現(xiàn)狀與問題進(jìn)行分析和探討。第三部分提出實(shí)現(xiàn)中非經(jīng)濟(jì)合作從“小”外交到“大”外交發(fā)展的建設(shè)性意見。
[Abstract]:Economic cooperation between China and Africa dates back to two years ago. But the large-scale development of economic cooperation between China and Africa began with the founding of New China. After the founding of the people's Republic of China, China gave selfless aid to African countries, and even three years of domestic famine did not stop its aid to African countries. This assistance has been able to support the African National Liberation Movement and won the lofty friendship between China and African countries. At the same time, China expanded its space on the international stage and broke the blockade and isolation of the US and Soviet powers against China politically. In this stage, China-Africa economic cooperation is mainly reflected in China's unilateral economic assistance to Africa, with strong political and ideological color. Since the reform and opening up, the international situation has changed, China has gradually changed this kind of aid with strong political and ideological color. The economic cooperation between China and Africa should be defined as "mutual benefit, equal development" and pay more attention to economic interests. The vigorous development of economic cooperation between China and Africa has changed the political and economic balance of the African continent, which has aroused widespread concern of scholars at home and abroad. The research on the current situation and problems of China-Africa economic cooperation can be summarized into three perspectives: China-Africa economic cooperation from China perspective, China-Africa economic cooperation from African perspective and China-Africa economic cooperation from Western perspective. Some of the above three perspectives analyze China-Africa economic cooperation from the government level, some from the private level, and some from the social level. This paper tries to provide another perspective of analysis: "Big" diplomacy perspective, that is, the comprehensive use of government, civil and social levels to analyze the economic cooperation between China and Africa. The article is divided into three parts: introduction, text and conclusion. The introduction introduces the reason, the research summary, the structure, the research thought and the research method in detail. The text is divided into three parts: the first part mainly expounds the connotation of "big" diplomacy, and compares "big" diplomacy with "small" diplomacy. The second part is the key part of the text. The present situation and problems of the economic cooperation between China and Africa in the new period are analyzed and discussed from the angle of "big" diplomacy, that is, the government level, the folk level and the social level. The third part puts forward constructive suggestions to realize the development of Sino-African economic cooperation from "small" diplomacy to "big" diplomacy.
