【摘要】： 國家主權(quán)對(duì)于一個(gè)國家而言具有十分重要的意義。然而,在當(dāng)前國際安全環(huán)境下,非傳統(tǒng)安全問題的擴(kuò)散及其對(duì)國際安全構(gòu)成的巨大威脅給傳統(tǒng)的國家主權(quán)帶來了新的沖擊和挑戰(zhàn)�！耙粯s俱榮,一損俱損”的安全形勢(shì)使國家間的相互依存程度迅速加深,合作領(lǐng)域與范圍進(jìn)一步擴(kuò)大,國際社會(huì)中各國面臨許多亟需共同解決的問題。為了國家的整體利益和長遠(yuǎn)發(fā)展,在自愿、獨(dú)立決策的前提下,在主權(quán)對(duì)等的基礎(chǔ)上,讓渡部分國家主權(quán)無疑是合理的、可行的。讓渡部分國家主權(quán)是歷史發(fā)展的必然。在適當(dāng)?shù)姆秶鷥?nèi),本著維護(hù)和追求國家利益的原則,有條件的讓渡部分國家主權(quán),對(duì)國家主權(quán)不會(huì)造成損害和削弱；主權(quán)讓渡并不意味著主權(quán)的喪失,而是各國在平等的基礎(chǔ)上對(duì)主權(quán)的分享。對(duì)國家主權(quán)讓渡的正確認(rèn)識(shí),有助于我們進(jìn)一步維護(hù)和拓展國家利益,實(shí)現(xiàn)國際社會(huì)的共同安全。故而本文試以非傳統(tǒng)安全為視角,對(duì)國家主權(quán)在非傳統(tǒng)安全因素影響下的變化和讓渡作一論析,進(jìn)一步闡明非傳統(tǒng)安全問題是如何通過國際合作的方式得以緩和或解決,國際合作中主權(quán)的讓渡又是通過何種方式和途徑進(jìn)行的。
[Abstract]:State sovereignty is of great significance to a country. However, in the current international security environment, the proliferation of non-traditional security issues and the enormous threat to international security have brought new impacts and challenges to the traditional national sovereignty. The security situation of "all the glory and all the losses" has rapidly deepened the degree of interdependence among countries, further expanded the scope and scope of cooperation, and all countries in the international community are faced with many problems that need to be solved together. For the sake of the overall interests and long-term development of the country, it is undoubtedly reasonable and feasible to transfer part of the state sovereignty on the premise of voluntary and independent decision-making and on the basis of sovereignty equivalence. The transfer of part of national sovereignty is inevitable in historical development. According to the principle of safeguarding and pursuing the national interests, the conditional transfer of part of the state sovereignty will not damage and weaken the state sovereignty; The transfer of sovereignty does not mean the loss of sovereignty, but the sharing of sovereignty on the basis of equality. A correct understanding of the transfer of state sovereignty will help us further safeguard and expand our national interests and realize the common security of the international community. Therefore, from the perspective of non-traditional security, this paper discusses and analyzes the change and transfer of state sovereignty under the influence of non-traditional security factors, and further clarifies how non-traditional security problems can be alleviated or solved through international cooperation.
