奧巴馬政府的東南亞政策解析

【摘要】：奧巴馬總統(tǒng)執(zhí)政以來,為了維護(hù)和鞏固美國在東南亞的領(lǐng)導(dǎo)地位和戰(zhàn)略利益,以“巧實(shí)力”外交為手段,全面介入東南亞地區(qū)事務(wù),推行了更為積極的東南亞政策。本文在闡明奧巴馬政府東南亞政策出臺(tái)背景的基礎(chǔ)上,深入分析了奧巴馬政府東南亞政策的內(nèi)涵、真實(shí)意圖、影響和走向。通過研究,本文認(rèn)為美國“重返”東南亞主要是金融危機(jī)下開拓市場(chǎng)的需要、東盟在美國亞太戰(zhàn)略中地位的提升以及美國對(duì)中國崛起的擔(dān)憂。美國“重返”東南亞的真實(shí)目的主要是遏制中國在亞太地區(qū)的崛起,維護(hù)美國的霸權(quán)地位。美國與東盟的全面接觸戰(zhàn)略會(huì)對(duì)中國在東南亞的影響產(chǎn)生巨大的對(duì)沖作用。因此對(duì)于美國積極介入東南亞事務(wù),特別是明確表示介入南中國海問題,我們要保持高度的警惕,并做好充分的戰(zhàn)略準(zhǔn)備。
[Abstract]:Since President Obama took office, in order to maintain and consolidate the leading position and strategic interests of the United States in Southeast Asia, "skillful strength" diplomacy has been used as a means to fully intervene in Southeast Asian affairs and to carry out a more active Southeast Asian policy. On the basis of expounding the background of Obama administration's Southeast Asia policy, this paper deeply analyzes the connotation, true intention, influence and trend of Obama administration's Southeast Asia policy. Based on the research, this paper argues that the "return" of the United States to Southeast Asia is mainly the need to open up markets under the financial crisis, the promotion of ASEAN's position in the United States' Asia-Pacific strategy and the concern of the United States about the rise of China. The real purpose of America's return to Southeast Asia is mainly to contain the rise of China in the Asia-Pacific region and to maintain the hegemony of the United States. The full-scale engagement strategy between the United States and ASEAN will have a huge hedging effect on China's influence in Southeast Asia. Therefore, we should maintain a high degree of vigilance and make adequate strategic preparations for the active involvement of the United States in Southeast Asia affairs, especially in the South China Sea issue.
