【摘要】： 在全球化背景下,一國(guó)海外利益的拓展及維護(hù)對(duì)促進(jìn)該國(guó)國(guó)內(nèi)穩(wěn)定與發(fā)展以及提升國(guó)際形象和地位大有裨益,對(duì)海外利益相關(guān)內(nèi)容的研究已經(jīng)成為國(guó)際關(guān)系領(lǐng)域的一項(xiàng)重要課題。海外利益是一國(guó)國(guó)家利益在境外的體現(xiàn),是國(guó)家利益的海外延伸,屬于國(guó)家利益的組成部分。通過(guò)對(duì)海外利益維護(hù)和拓展,實(shí)現(xiàn)國(guó)家利益的發(fā)展和完善,已經(jīng)成為各國(guó)對(duì)外戰(zhàn)略的重要組成部分。隨著中國(guó)改革開(kāi)放政策的進(jìn)一步深化和“走出去”戰(zhàn)略的實(shí)施,中國(guó)海外利益日漸龐大,維護(hù)及拓展工作所面臨的挑戰(zhàn)也日益增多。在此過(guò)程中,如何界定與評(píng)估中國(guó)的海外利益,從過(guò)去中國(guó)拓展及維護(hù)海外利益的歷史中汲取經(jīng)驗(yàn)教訓(xùn),進(jìn)而構(gòu)筑中國(guó)海外利益的新時(shí)期發(fā)展戰(zhàn)略,是中國(guó)外交面臨的又一項(xiàng)研究課題。本文從理論上對(duì)海外利益進(jìn)行了定義及分層,并對(duì)當(dāng)前中國(guó)海外利益現(xiàn)狀進(jìn)行了現(xiàn)實(shí)評(píng)估,對(duì)中國(guó)拓展及維護(hù)海外利益的歷程進(jìn)行了回顧與審視,以此為基礎(chǔ)提出了中國(guó)拓展及維護(hù)海外利益的幾點(diǎn)戰(zhàn)略建議。
[Abstract]:In the context of globalization, the expansion and preservation of a country's interests abroad is of great benefit to the promotion of stability and development within the country and to the enhancement of its international image and status. The research on the relevant contents of overseas interests has become an important subject in the field of international relations. The overseas interest is the embodiment of a country's national interest abroad and the overseas extension of the national interest, which belongs to the part of the national interest. It has become an important part of the foreign strategy to develop and improve the national interests through the maintenance and expansion of overseas interests. With the further deepening of China's reform and opening up policy and the implementation of the "going out" strategy, China's overseas interests are increasingly huge, and the challenges of maintenance and expansion work are increasing day by day. In this process, how to define and evaluate China's overseas interests, draw lessons from China's history of expanding and safeguarding overseas interests, and then construct a new development strategy for China's overseas interests. It is another research subject that China's diplomacy faces. This paper defines and stratifies the overseas interests theoretically, evaluates the current situation of China's overseas interests, and reviews and examines the course of China's expansion and maintenance of overseas interests. On the basis of this, some strategic suggestions are put forward for China to expand and safeguard overseas interests.
