論布什第二任期內(nèi)美國公共外交的調(diào)整

【摘要】： 公共外交古已有之,但真正開始對國際關(guān)系產(chǎn)生影響還是在一戰(zhàn)以后�！肮餐饨弧弊钤缡敲绹鴮W(xué)者和美國外交官使用的說法,用以減少國家間的誤解和猜疑,樹立良好的國家形象,服務(wù)于美國戰(zhàn)略利益�！�9·11”事件爆發(fā)以來,公共外交得到美國政府、思想庫的更多關(guān)注。一時間,越來越多的美國學(xué)者、政界要員和社會大眾也開始重新認識公共外交的重要性。于是,冷戰(zhàn)后一度被忽視的公共外交開始重新走上美國政治的前臺,進入快速發(fā)展軌道。 為了推動美國公共外交的發(fā)展,布什在第一任期內(nèi)加大對公共外交方面的投入,但這些積極調(diào)整并沒有取得理想中的效果,無論是美國的國際形象還是布什的個人形象都持續(xù)下滑。面對國際國內(nèi)的重重壓力,布什不得不在第二任期內(nèi)進一步加快公共外交政策調(diào)整,加大實施其推廣力度。到布什第二任期,在國務(wù)卿賴斯提出的“轉(zhuǎn)型外交”戰(zhàn)略背景下,國務(wù)院也開始逐漸完善已有的公共外交政策,并創(chuàng)新實施新的公共外交方案,從華盛頓總部到世界范圍內(nèi)進行全方位的調(diào)整。本文旨在深入探討布什第二任期內(nèi)的公共外交調(diào)整,從其產(chǎn)生背景、開展的具體措施以及最終的調(diào)整效果幾方面加以分析,希望能引起大家對公共外交的更多思考。
[Abstract]:Public diplomacy existed in ancient times, but the real impact on international relations began after the first World War. "Public diplomacy" was first used by American scholars and diplomats to reduce misunderstanding and suspicion among nations, to establish a good national image, and to serve the strategic interests of the United States. Public diplomacy has received more attention from the US government and think tanks. At once, more and more American scholars, politicians and the general public began to re-recognize the importance of public diplomacy. Public diplomacy, once neglected after the cold war, began to rise to the front stage of American politics. In order to promote the development of US public diplomacy, Bush increased his investment in public diplomacy during his first term, but these positive adjustments did not achieve the desired results. Both the international image of the United States and Bush's personal image continue to decline. In the face of international and domestic pressure, Bush had to speed up the adjustment of public foreign policy in the second term. In the second term of Bush, against the background of Secretary of State Rice's "transformational diplomacy" strategy, the State Department also began to gradually improve its existing public foreign policy and innovate and implement new public diplomacy programs. From the Washington headquarters to the world-wide adjustment. The purpose of this paper is to probe into the adjustment of public diplomacy in Bush's second term, and to analyze it from its background, concrete measures and final adjustment effect, hoping to arouse more thoughts on public diplomacy.
