【摘要】：近年來,學(xué)界對聯(lián)合國維和行動中的保護(hù)平民議程和"保護(hù)的責(zé)任"進(jìn)行明確區(qū)分,但隨著武裝團(tuán)體蓄意攻擊當(dāng)?shù)孛癖?使基于"保護(hù)的責(zé)任"的強(qiáng)制行動和保護(hù)平民的強(qiáng)力維和,在概念和行動上的區(qū)別變得模糊。這一趨勢對中國的聯(lián)合國維和政策構(gòu)成一系列政治和行動的挑戰(zhàn)。為此,與"保護(hù)的責(zé)任"相關(guān)目標(biāo)應(yīng)納入聯(lián)合國維和行動,聯(lián)合國維和特派團(tuán)應(yīng)提高識別、監(jiān)測暴行罪風(fēng)險的能力,通過明確而全面的暴行預(yù)防戰(zhàn)略,支持維和人員執(zhí)行保護(hù)平民的任務(wù),進(jìn)而阻止暴行罪發(fā)生,而這種預(yù)防能力建設(shè)也符合中國的維和政策和利益。
[Abstract]:In recent years, academics have drawn a clear distinction between the agenda for the protection of civilians in United Nations peacekeeping operations and the "responsibility to protect", but with armed groups deliberately attacking local populations, The conceptual and operational distinctions between coercive actions based on the responsibility to protect and the protection of civilians are blurred. This trend poses a series of political and operational challenges to China's UN peacekeeping policy. To this end, objectives related to the "responsibility to protect" should be integrated into United Nations peacekeeping operations and United Nations peacekeeping missions should enhance their capacity to identify and monitor the risk of atrocity crimes and adopt clear and comprehensive atrocity prevention strategies, It is also in China's peacekeeping policy and interest to support peacekeepers in their task of protecting civilians in order to prevent atrocity crimes from occurring.
