【摘要】：本論文致力于研究中美兩國(guó)之間的軍隊(duì)關(guān)系以及軍事合作制度缺失的原因。基于對(duì)美國(guó)在東南亞與東亞基本戰(zhàn)略的不信任，中國(guó)人民解放軍與美國(guó)軍隊(duì)的關(guān)系發(fā)展遠(yuǎn)遠(yuǎn)落后于兩國(guó)之間的政治與經(jīng)濟(jì)合作。本論文試圖對(duì)成功的軍隊(duì)創(chuàng)建軍隊(duì)機(jī)構(gòu)與制度的條件進(jìn)行探究。本論文試圖研究那些對(duì)于成功促進(jìn)兩軍關(guān)系制度化至關(guān)重要的因素。研究方法包括兩點(diǎn)：對(duì)自1989年以來中美關(guān)系的定性分析；對(duì)美中軍方往來，能源安全，沖突與合作等領(lǐng)域方面的專家的大量的訪談。本論文提出如下建議：利用中美兩國(guó)應(yīng)對(duì)中國(guó)地區(qū)之外非傳統(tǒng)安全威脅的共同利益與一系列信任建設(shè)的措施，來預(yù)防可能出現(xiàn)的海域緊張局勢(shì)，以此作為建立兩軍關(guān)系制度化和中美軍事互信的開始。美中對(duì)話以及南海爭(zhēng)端這兩個(gè)案例，常被用于檢驗(yàn)和驗(yàn)證此類制度的可能性。研究發(fā)現(xiàn)，中國(guó)的專家更專注于美國(guó)的整體走向而非特定事件，他們傾向于用整體法來定義中美關(guān)系與美中不信任問題。研究分析證明，基于非傳統(tǒng)威脅而非其它更高形式的的兩軍合作是可行的選擇。
[Abstract]:This thesis focuses on the military relationship between China and the United States and the reasons for the absence of military cooperation system. Based on the distrust of the basic strategy of the United States in Southeast Asia and East Asia, the relationship between the Chinese people's Liberation Army and the American military lags far behind the political and economic cooperation between the two countries. This paper attempts to explore the conditions for successful military institutions and systems. This paper attempts to study the factors that are crucial to the successful institutionalization of the relationship between the two armed forces. The research methods include two aspects: qualitative analysis of Sino-US relations since 1989; extensive interviews with experts in the fields of U.S.-China military interaction, energy security, conflict and cooperation. This paper proposes the following suggestions: to take advantage of the common interests of China and the United States to deal with non-traditional security threats outside China and a series of confidence-building measures to prevent possible maritime tensions. This is the beginning of the establishment of an institutionalized relationship between the two armed forces and mutual military trust between China and the United States. The US-China Dialogue and South China Sea disputes are often used to test and test the possibility of such regimes. The study found that Chinese experts are more focused on the overall direction of the United States than on specific events, and that they tend to use the holistic approach to define Sino-US relations and issues of distrust between the United States and China. Research and analysis prove that cooperation between the two armed forces based on non-traditional threats rather than other higher forms is a feasible option.
