中國對東南亞地區(qū)軟實力外交探究

【摘要】： 隨著國際環(huán)境不斷發(fā)生新的變化,中國的外交途徑和思想也需要與時俱進,開拓新的內容,中國的東南亞軟實力外交正是適應變化的國際環(huán)境和地區(qū)發(fā)展現狀而采取的新的外交途徑和方式,從內涵和形式上,較之硬實力外交更能為東南亞國家所接受和推崇。自20世紀90年代以來中國在東南亞軟實力外交所取得一系列成果的同時,也存在著一定的障礙,從而需要中國的東南亞軟實力外交從外交戰(zhàn)略和形式上進行相應的轉變,實現國家利益與地區(qū)共同利益的相互促進與融合。 中國具有五千年的傳統文明,儒家思想深受世人所敬仰和推崇,這是中國開展軟實力外交的核心要素。同時新的國際環(huán)境轉變及政治格局的需要以及金融危機后的東南亞局面是中國開展軟實力外交的重要現實基礎。而中國與東盟的外交環(huán)境和東南亞地區(qū)在中國外交戰(zhàn)略中的重要性,則是中國對東南亞地區(qū)進行外交思想定位的主要依據。中國軟實力外交圍繞中國在東南亞承擔的國際責任,積極參與東南亞地區(qū)的危機和災難治理,維持東南亞地區(qū)的和平與穩(wěn)定以及中國在東南亞的政治、經濟、文化和安全合作方面樹立負責任大國形象等相關政策,自1997年東南亞金融危機以來,中國在東南亞地區(qū)的軟實力外交逐步取得成效,其中包括對于東南亞地區(qū)的制度建設貢獻、經濟援助、安全合作等,中國開展軟實力外交所遇到的障礙有來自區(qū)域外大國的介入,也有來自區(qū)域內部各個國家的擔心和疑慮,中國制定從軟實力外交領域出發(fā),對制度參與,機制建設方面做出了很大的努力,總體而言促進了中國與東南亞地區(qū)的合作,尤以中國與東盟關系的進展突出。
[Abstract]:With new changes taking place in the international environment, China's diplomatic channels and ideas also need to keep pace with the times and open up new contents. China's soft power diplomacy in Southeast Asia is a new diplomatic approach and method adopted to adapt to the changing international environment and regional development. It can be accepted and respected by Southeast Asian countries more than hard power diplomacy in terms of connotation and form. Since the 1990s, China has made a series of achievements in Southeast Asia soft power diplomacy, at the same time, there are still some obstacles, so it is necessary for China's Southeast Asia soft power diplomacy to make corresponding changes in diplomatic strategy and form. Realizing the mutual promotion and integration of national interests and regional common interests. China has five thousand years of traditional civilization, Confucianism is respected and respected by the world, which is the core element of China's soft power diplomacy. At the same time, the change of the new international environment, the need of the political pattern and the situation of Southeast Asia after the financial crisis are the important realistic foundation of China's soft power diplomacy. The diplomatic environment between China and ASEAN and the importance of Southeast Asia in China's diplomatic strategy are the main bases for China's diplomatic orientation to Southeast Asia. China's soft power diplomacy revolves around China's international responsibilities in Southeast Asia, actively participating in crisis and disaster management in Southeast Asia, maintaining peace and stability in Southeast Asia, and China's politics and economy in Southeast Asia. Since the 1997 Southeast Asian financial crisis, China's soft power diplomacy in Southeast Asia has gradually achieved results, including its contribution to the system building in Southeast Asia. Economic assistance, security cooperation, and so on. The obstacles that China has encountered in carrying out soft power diplomacy include the involvement of major powers outside the region, as well as the worries and doubts of various countries in the region. China has formulated the issue from the field of soft power diplomacy. Great efforts have been made in system participation and mechanism building, which has promoted the cooperation between China and Southeast Asia, especially in the relationship between China and ASEAN.
