【摘要】： 二戰(zhàn)后,尤其是冷戰(zhàn)結(jié)束后,隨著人們思想觀念的轉(zhuǎn)向、技術(shù)條件的發(fā)展和公民社會(huì)的發(fā)育,公共外交取得了快速發(fā)展。公共外交是一個(gè)國(guó)家為了提高本國(guó)知名度、美譽(yù)度和認(rèn)同度,由中央政府通過授權(quán)地方政府和其他社會(huì)部門、委托本國(guó)或者外國(guó)社會(huì)行為體,使用傳播、媒體、公關(guān)等手段,與國(guó)外公眾進(jìn)行雙向交流的活動(dòng)。作為一種嶄新的外交形態(tài),公共外交創(chuàng)造了良好的國(guó)際輿論環(huán)境,帶動(dòng)了民族國(guó)家內(nèi)涵的擴(kuò)大,并有助于化解“文明的沖突”。在理論上,公共外交綜合了國(guó)際關(guān)系各流派的不同主張,反映出國(guó)際關(guān)系理論日益走向融合、統(tǒng)一的未來。? 自從布萊爾工黨政府上臺(tái)至今,英國(guó)公共外交的發(fā)展方興未艾。1997年到2003年,是英國(guó)公共外交的初步規(guī)劃與系統(tǒng)化的時(shí)期;2004年至2009年,英國(guó)公共外交走上正軌,并迎來了快速發(fā)展期。英國(guó)公共外交的具體內(nèi)容主要包括文化外交、媒體外交和國(guó)際公關(guān)這三個(gè)相互聯(lián)系的部分。其中,文化外交主要依靠英語推廣、留學(xué)服務(wù)和教育合作,媒體外交中表現(xiàn)最突出的是英國(guó)廣播公司(BBC),國(guó)際公關(guān)中則借助“創(chuàng)意產(chǎn)業(yè)”較好地展示了國(guó)家形象。英國(guó)的公共外交采取了相對(duì)靈活的分散性管理體制,將政府的宏觀領(lǐng)導(dǎo)與各行業(yè)、各機(jī)構(gòu)的自主活動(dòng)聯(lián)系起來。由于具備理念明確、貼近民眾、文化氣息濃厚,名人效應(yīng)顯著等優(yōu)勢(shì),英國(guó)的公共外交有很多值得我們借鑒的成功經(jīng)驗(yàn)。雖然存在著一些局限性和不足,還要經(jīng)歷長(zhǎng)久而艱辛的發(fā)展歷程,但其前景是一片光明的。
[Abstract]:After World War II, especially after the Cold War, with the change of people's ideas, the development of technological conditions and the development of civil society, public diplomacy developed rapidly. Public diplomacy is a country that, in order to enhance its visibility, reputation and identity, is entrusted by the central government to local governments and other social departments to commission national or foreign social actors to use such means as communication, media, public relations, etc. A two-way exchange with the public abroad. As a new diplomatic form, public diplomacy creates a good environment of international public opinion, promotes the expansion of the connotation of nation-state, and helps to resolve the "conflict of civilization". In theory, public diplomacy synthesizes the different ideas of different schools of international relations, reflecting the trend of international relations theory towards the integration of the future. The development of British public diplomacy has been in the ascendant since Blair's Labour government came into power. From 1997 to 2003, it was the initial planning and systematization of British public diplomacy, and from 2004 to 2009, Britain's public diplomacy was on the right track. And ushered in a period of rapid development. The contents of British public diplomacy mainly include cultural diplomacy, media diplomacy and international public relations. Among them, cultural diplomacy mainly depends on English promotion, study abroad service and educational cooperation. The most outstanding performance in media diplomacy is the BBC, while in international public relations, the image of the country is well displayed with the help of "creative industry". Britain's public diplomacy adopts a relatively flexible and decentralized management system, linking the macro leadership of the government with the autonomous activities of various industries and institutions. Because of its advantages such as clear idea, close to the people, strong culture and remarkable celebrity effect, British public diplomacy has many successful experiences that we should learn from. Although there are some limitations and shortcomings, but its prospects are bright.
