【摘要】：得益于20世紀80年代初期的"政策儲備"、90年代中期以來的"能量儲備",以及世紀之交的"規(guī)劃發(fā)展",中國在20世紀最后10年的"大國與非洲關系"中把握了戰(zhàn)略先機,進而在2l世紀第一個10年"大國在非洲關系"中,即在大國在非洲新一輪的攻防態(tài)勢上贏得了某種程度的"戰(zhàn)略主動"。中國在大國在非洲利益存在和力量結構中排位的提升,不僅增強了中國在大國與非洲關系中的地位和影響力,而且也使得中國在大國在非洲的競爭中處于更加有利的位置。不過,鑒于中國在非洲的"戰(zhàn)略主動"系持續(xù)加大對非工作力度之"副產(chǎn)品",是"無心插柳"偶得之作;尤其是鑒于現(xiàn)階段大國在非洲的整體力量結構依舊是"西強我弱",隨著近年來西方大國以"反恐維安"之名強化其在非洲軍事布局,中國在非洲活動的自由度乃至戰(zhàn)略空間或將受到擠壓;加之,中非合作關系及中國對非戰(zhàn)略的結構性缺憾,因此,中國在大國在非洲"競合"關系中并不占據(jù)戰(zhàn)略優(yōu)勢,其"戰(zhàn)略主動"也不具備可持續(xù)性。
[Abstract]:Thanks to the "policy reserve" in the early 1980s and the "energy reserve" since the mid-1990s, and the "planning and development" at the turn of the century, China grasped the strategic opportunity in the last decade of the 20th century, "the relationship between the Great Powers and Africa". Furthermore, in the first decade of the 21st century, "the relations of great powers in Africa", that is, in the new attack and defense situation of great powers in Africa, won a certain degree of "strategic initiative". The promotion of China's position in the interest and power structure of African powers not only strengthens China's position and influence in the relations between great powers and Africa, but also makes China a more favorable position in the competition of great powers in Africa. However, in view of China's "strategic initiative" in Africa is to continue to increase efforts to Africa "by-product", is "inadvertently inserted willow" occasionally; Especially in view of the fact that the overall power structure of the major powers in Africa is still "strong and weak in the west" at the present stage, with the Western powers strengthening their military layout in Africa in the name of "anti-terrorism security" in recent years, The degree of freedom and even the strategic space of China's activities in Africa may be squeezed. In addition, because of the Sino-African cooperative relations and the structural shortcomings of China's strategy towards Africa, China does not occupy a strategic advantage in the "competing" relations of great powers in Africa. Its "strategic initiative" is also not sustainable.
