【摘要】：海洋安全正日益成為當(dāng)今世界政治新的關(guān)注點(diǎn),海上安全合作也正成為國(guó)家間關(guān)系的主要關(guān)注。冷戰(zhàn)結(jié)束以來(lái),亞太地區(qū)的海洋地緣政治環(huán)境發(fā)生了重大變化,對(duì)該地區(qū)主要國(guó)家的海洋安全帶來(lái)嚴(yán)峻挑戰(zhàn)。 面對(duì)地區(qū)海洋安全環(huán)境的變化,日本和印度兩個(gè)亞太海洋大國(guó)的海洋安全戰(zhàn)略也發(fā)生了相應(yīng)的轉(zhuǎn)變。日本在堅(jiān)持日美同盟的基礎(chǔ)之上提出強(qiáng)化自身能力,加強(qiáng)與其他海洋大國(guó)合作,維護(hù)更廣泛的海洋安全利益,牽制中國(guó)的海洋拓展謀求自身在東亞地區(qū)海上安全合作中的主導(dǎo)權(quán)。印度則迅速實(shí)現(xiàn)由“近海防御”向“海洋控制”的轉(zhuǎn)變,追求在主導(dǎo)印度洋的基礎(chǔ)上,加強(qiáng)對(duì)周圍其他海域的影響力。日印在海洋安全戰(zhàn)略上的相似性是促進(jìn)兩國(guó)海上安全合作的內(nèi)在動(dòng)力,這種戰(zhàn)略相似性為兩國(guó)合作的建立提供了基礎(chǔ)。 日本和印度在海洋地理上的相對(duì)位置與在海洋安全領(lǐng)域的互補(bǔ)是推動(dòng)兩國(guó)海上安全合作的建立與發(fā)展的客觀基礎(chǔ)。建立在這一基礎(chǔ)之上的日印海上安全合作關(guān)注于四個(gè)不同層次：安全防務(wù)部門(mén)交流、海洋安全政策協(xié)調(diào)、海洋安全共同行動(dòng)以及防務(wù)技術(shù)合作�，F(xiàn)階段,日印海上安全合作在這四個(gè)層面上的合作程度不一,特別是在防務(wù)技術(shù)合作方面,未來(lái)還有較大的提升空間。另一方面,本文以合作制衡理論、制度合作論、認(rèn)同合作論為理論框架,從地緣政治、制度、認(rèn)同等不同的視角出發(fā),對(duì)日印海上安全合作進(jìn)行了較為深刻的分析。首先,兩國(guó)海上安全合作是建立在美國(guó)亞太再平衡戰(zhàn)略與中美海權(quán)競(jìng)爭(zhēng)的大背景之下,對(duì)中國(guó)海洋力量擴(kuò)展的牽制是日印共同的海洋安全利益。其次,兩國(guó)海上安全合作的機(jī)制化程度也在不斷加強(qiáng),機(jī)制促進(jìn)了兩國(guó)海上安全合作在未來(lái)的持續(xù)性,為未來(lái)兩國(guó)合作的進(jìn)一步深化提供了可能。第三,日印之間相似的身份認(rèn)同與積極的認(rèn)知都在很大程度上促進(jìn)了日印海上安全合作的形成與發(fā)展,并對(duì)其產(chǎn)生了重要影響。 最后,在對(duì)當(dāng)前日印海上安全合作作以深入分析的基礎(chǔ)上,文章還分析了當(dāng)前我國(guó)所面臨的海洋安全形勢(shì),以及日印海上安全合作對(duì)我國(guó)海洋安全所產(chǎn)生的影響,并在進(jìn)一步分析了我國(guó)當(dāng)前的海洋安全建設(shè),構(gòu)建綜合型的海洋安全戰(zhàn)略。
[Abstract]:Maritime security is increasingly becoming a new concern in world politics, and maritime security cooperation is becoming the main concern in the relations between countries. Since the end of the Cold War, major changes have taken place in the marine geopolitical environment in the Asia-Pacific region, which has brought severe challenges to the maritime security of the major countries in the region. In the face of the change of regional marine security environment, the maritime security strategy of Japan and India has also changed. On the basis of Japan's adherence to the Japan-US alliance, Japan proposes to strengthen its own capabilities, strengthen cooperation with other major maritime powers, and safeguard broader maritime security interests. Restrain China's maritime expansion and seek its own dominance in maritime security cooperation in East Asia. India, on the other hand, is rapidly shifting from "offshore defense" to "ocean control", seeking to strengthen its influence over the surrounding waters on the basis of its dominance of the Indian Ocean. The similarity of maritime security strategy between Japan and India is the internal motive force to promote the maritime security cooperation between the two countries, which provides the foundation for the establishment of the cooperation between the two countries. The relative position of Japan and India in the field of maritime security and the complementary position in the field of maritime security are the objective basis to promote the establishment and development of maritime security cooperation between the two countries. Based on this, Japan-India maritime security cooperation focuses on four different levels: security and defense sector exchanges, maritime security policy coordination, maritime security joint action and defense technology cooperation. At the present stage, the cooperation between Japan and India on maritime security cooperation varies from one level to another, especially in defense technology cooperation, and there is still much room for improvement in the future. On the other hand, based on the theory of cooperation and balance, the theory of institutional cooperation and the theory of identity cooperation, this paper makes a profound analysis of the maritime security cooperation between Japan and India from different perspectives such as geopolitics, institution and identity. Firstly, the maritime security cooperation between the two countries is based on the background of the rebalancing strategy between the United States and the Asia-Pacific region and the competition between China and the United States. The containment of the expansion of China's maritime power is the common maritime security interests of Japan and India. Secondly, the institutional level of maritime security cooperation between the two countries is also continuously strengthened. The mechanism promotes the continuation of maritime security cooperation between the two countries in the future and provides the possibility for further deepening cooperation between the two countries in the future. Third, the similar identity and positive cognition between Japan and India have greatly promoted the formation and development of maritime security cooperation between Japan and India, and have had an important impact on it. Finally, on the basis of in-depth analysis of the current maritime security cooperation between Japan and India, the article also analyzes the current maritime security situation in China and the impact of Japan-India maritime security cooperation on China's maritime security. In the further analysis of the current marine security construction in China, a comprehensive marine security strategy is constructed.
