【摘要】：美國霸權是否真正地走向衰落，這是21世紀以來國際政治中一個重要而充滿爭議的話題。美國政治中新保守主義思潮的膨脹，美國對外政策中單邊主義地位的提升、美國金融和財政危機的爆發(fā)等等，使美國霸權遭到前所未有的威脅與挑戰(zhàn)。然而霸權國不會自動退出歷史舞臺。美國政府仍極力為美國霸權存在的合法、合理性造勢，并宣稱：21世紀仍是美國的世紀，21世紀仍是美國的太平洋世紀。美國學界有關美國大戰(zhàn)略論爭，也都旨在為美國維護霸權而尋求良方。由此可見，21世紀美國霸權的延續(xù)、衰落與霸權護持問題，將成為國際政治中最為敏感與核心的議題。 美國霸權何以為繼，何以衰而不亡，是一個理論問題，也是一個現(xiàn)實戰(zhàn)略問題。美國霸權的維持與美國文化及其塑造的國際規(guī)范，以及美國式的世界治理形式有著很大的關系。美國文化是美國霸權的國內(nèi)規(guī)范基礎，美國塑造的國際規(guī)范是美國霸權得以延展和維持的保障和支撐，美國式的治理又是架構美國與世界文化規(guī)范的橋梁。這樣一來，盡管美國硬實力衰落、但美國軟實力仍得以擴展，從而使霸權危機得到某種程度地化解。但是隨著美國規(guī)范與國際規(guī)范的持續(xù)沖突，，美國軟實力的基礎遭到侵蝕，反美主義與反對美國霸權的結合，使得美國霸權陷入更為嚴峻的合法性危機。因此，美國文化和文化規(guī)范塑造了美國霸權，也必將使美國霸權陷入不可避免的危機。 綜上所述，本文將從建構主義視角下的文化規(guī)范和霸權關系入手，探討美國文化規(guī)范對霸權的塑造作用、分析美國霸權對國際文化規(guī)范建構作用，從而揭示出美國霸權得以維持的國內(nèi)文化基礎和霸權踐行的方式與路徑。在此基礎上，通過對美國霸權合法性危機的分析，揭示文化規(guī)范對美國霸權的反作用與反規(guī)制，從而概括出文化規(guī)范正反兩方面的系統(tǒng)效應。 本文主要由六個部分組成，具體如下： 第一章緒論，主要就選題目的與意義、國內(nèi)外研究現(xiàn)狀、研究方法和重點等方面對該選題和框架邏輯作出全面概述。 第二章從建構主義的視角入手，探討文化規(guī)范的概念、文化與國際關系、規(guī)范與國際關系，揭示出文化和規(guī)范對于國際關系的影響，從而從闡明文化規(guī)范之于美國霸權護持的理論意義，為美國文化以及霸權護持方式的探討奠定一定理論基礎。 第三章和第四章主要以內(nèi)向的美國化與外向的美國化為切入點，探討美國文化規(guī)范的形成與國際化對于美國霸權的意義，及美國文化規(guī)范演變?yōu)閲H規(guī)范的具體形式。其中，內(nèi)在的美國化是美國主義、美國精神的形成過程，是美國霸權獲取和維持的文化根源；外向的美國化是美國霸權規(guī)范的塑造過程，是美國式治理、統(tǒng)治世界的方式與理念。美國文化規(guī)范是美國霸權維持的根源于與內(nèi)在動力，美國霸權是美國文化規(guī)范變化和霸權思想內(nèi)化主要影響因素。二者存在相互支撐，相互影響的關系。因此，文化路徑成為新時期美國霸權護持的手段或方式。或者說，美國文化規(guī)范主要通過霸權國的具體政策得以體現(xiàn)。意識形態(tài)與價值觀聯(lián)盟、人權外交與干涉主義、民主輸出與推行顏色革命等，既是美國現(xiàn)行的具體外交政策或戰(zhàn)略，更是美國文化規(guī)范在政治、外交與美國戰(zhàn)略中的具體體現(xiàn)。通過這樣的研討，一方面探討美國文化規(guī)范特有的國際化條件，另一方面也揭示出美國政策的文化根源。 第五章所要研究的是美國在外向的美國化的過程中所遇到的問題。不同的國家有不同的文化規(guī)范，這決定了美國與世界其他國家看待問題的視角、方法不盡相同。通過對文化規(guī)范對美國霸權的作用分析，可以得出這樣的認識：不是文明之間必然產(chǎn)生沖突，而是美國文化規(guī)范以及美國規(guī)范的國際化造就了這樣的沖突；反美主義既是對美國化的抵制和反向的規(guī)制，也是美國化的必然結果；美國霸權的危機在最本質(zhì)上表現(xiàn)為合法性與認同的危機。這也表明，文化規(guī)范既是美國霸權的根源和維護工具，同時某種程度上也造就了美國霸權的危機。 第六章主要研究美國未來霸權的走向和塑造問題。主要探討美國針對美國霸權危機的現(xiàn)實和美國長期霸權的需要所進行的政策變化、方式轉型和目標調(diào)整。其中，美國與伊斯蘭國家關系的緩和、美國介入和治理方式的變革等，是近年來最引人關注的動向。
[Abstract]:Whether the U.S . hegemony is really going to decline is an important and controversial topic in the international politics since the 21st century .

The American culture is the foundation of American hegemony . The American culture is the foundation of American hegemony . The American culture is the bridge between American hegemony and American culture .

Based on the analysis of American hegemony ' s legitimacy crisis , this paper reveals the effect of cultural norms on American hegemony by analyzing the crisis of American hegemony .

This paper mainly consists of six parts , which are as follows :

The first chapter is an introduction to the purpose and significance of the topic selection , the research situation , the research method and the emphasis of the research at home and abroad , and gives a comprehensive overview of the subject and framework logic .

The second chapter discusses the concept of cultural norms , culture and international relations , norms and international relations , and reveals the influence of culture and norms on international relations .

Chapter 3 and chapter 4 mainly focus on the Americanization and the outward - oriented American culture as the entry point , discuss the significance of American cultural norm formation and internationalization to American hegemony , and the development of American cultural norms into the concrete form of international norms . Among them , the internal Americanalization is the formation process of American doctrine and American spirit , which is the cultural root of American hegemony acquisition and maintenance ;
American cultural norms are the main influencing factors of American hegemony , and American cultural norms are the main influencing factors of American hegemony . In other words , American cultural norms are the means or means of American hegemony .

Chapter 5 is about the problems that the United States has encountered in the American process of America ' s externalization . Different countries have different cultural norms , which determines the angle of view and method of America and other countries in the world . Through the analysis of the role of cultural norms on American hegemony , we can conclude that it is not the inevitable conflict between civilization , but the American cultural norms and the internationalization of American norms .

The crisis of American hegemony is the most essential crisis of legitimacy and identity . It also shows that cultural norms are both the root cause and the maintenance tool of American hegemony , and also the crisis of American hegemony to some extent .

Chapter 6 focuses on the development and shaping of the future hegemony of the United States . It mainly discusses the policy changes , modes transformation and target adjustment that the United States needs to deal with the reality of American hegemony crisis and the needs of American long - term hegemony . Among them , the relaxation of the relationship between the United States and the Islamic State , the change of American intervention and governance , etc . , are the most interesting developments in recent years .
