【摘要】： 援助政策是歐共體/歐盟對外政策的重要組成部分,也是歐洲一體化發(fā)展進程的產物,帶有深刻的歐洲一體化理念的印記。歐洲聯(lián)合的思想,在歐洲已經存在了幾個世紀:從查理曼帝國到哈布斯堡王朝,從拿破侖到希特勒,無數(shù)人夢想用武力和軍事征服的手段實現(xiàn)歐洲大陸的統(tǒng)一。從圣西門的“歐洲合眾國”方案,到邊沁、雨果對歐洲統(tǒng)一的設想,無數(shù)思想家主張歐洲各國的合作發(fā)展,從而結束歐洲數(shù)百年來的戰(zhàn)亂頻仍。二戰(zhàn)后,隨著歐洲一體化自身的發(fā)展變化,以及外部國際環(huán)境的轉變,歐洲一體化理念更是經歷了深刻的調整和變化。這種變化也反映在歐共體/歐盟的對外援助政策中,并產生決定性的影響,這一點從歐盟不同時期的對外援助政策中即可發(fā)現(xiàn)。除此之外,歐洲一體化成員國的變化、內部機制的深化也都會對援助政策產生重要影響。 同時,歐盟對外援助并不是單方面地受到歐洲一體化的影響,它也在很多方面推動了歐洲一體化的擴大與深化。最重要的是援助作為歐洲一體化對外部世界的一個反應,是開展與發(fā)展中國家關系的重要工具,也是在世界范圍內推廣其價值理念和社會模式的重要途徑,并因此成為歐盟國際形象的重要組成部分。因此,分析歐洲一體化進程中的歐盟對外援助政策,對于更好地理解歐洲一體化有重要意義。 本文在借鑒現(xiàn)有研究成果的基礎上,嘗試將“歐盟對外援助”這一歐盟對外政策工具與歐洲一體化的內在理念和發(fā)展進程聯(lián)系起來。與現(xiàn)有的研究相比,本文不僅將歐盟作為一個多邊援助方來分析它的援助政策,還將做下列嘗試:第一,作為歐洲一體化的產物,歐盟對外援助與歐洲一體化的理念、發(fā)展進程等有哪些內在聯(lián)系;第二,分析歐盟對外援助政策作為歐盟重要的對外政策工具,在歐盟對外關系中發(fā)揮了怎樣的獨特性作用;第三,歐盟對外援助的發(fā)展體現(xiàn)了哪些歐洲一體化理論;第四,歐盟對外援助對歐洲一體化的發(fā)展有哪些影響。 本文通過對現(xiàn)有材料的梳理,在相對有限的研究成果基礎之上,擬通過歐盟對外援助這一新的研究視角和路徑來分析歐洲一體化的理念和發(fā)展進程,通過分析二者之間的關系來加強對歐洲一體化的理解。歐洲一體化理念一直在發(fā)展變化,它在不同歷史階段表現(xiàn)的特征,以及它對歐盟內外政策的影響,是個有意義且探討不盡的課題。本文因篇幅有限,僅以歐盟對外援助作為切入點,以期對歐洲一體化有更加深刻的理解。
[Abstract]:Aid policy is an important part of EC / EU foreign policy . It is also the product of European integration development process . It has profound European integration idea .



At the same time , the EU ' s foreign aid is not unilaterally influenced by European integration . It also contributes to the expansion and deepening of European integration in many ways . The most important is the importance of aid as an important tool for the relationship between the developing countries and the international image of the European Union . Therefore , it is important to analyze the EU foreign aid policy in the European integration process , and to better understand the European integration .



On the basis of the existing research results , this paper attempts to link the EU ' s foreign policy tool to the internal concept and development process of European integration . Compared with the existing research , the thesis not only uses the EU as a multilateral aid to analyze its aid policy , but also will do the following attempts : First , as the product of European integration , the European Union ' s foreign aid and European integration concept , development process and so on . Secondly , the EU ' s foreign aid policy is the important foreign policy tool of the European Union , which has played a unique role in the EU ' s external relations ; and thirdly , the European Union ' s external assistance development reflects the European integration theory ; and the fourth , the European Union ' s external assistance has influenced the development of European integration .



Based on the relatively limited research results , this paper attempts to analyze the concept and development process of European integration based on the relatively limited research results . Through the analysis of the relationship between the two countries , the understanding of European integration is strengthened . The European integration concept has been developing , its characteristics in different historical stages and its influence on the internal and external policies of the European Union are of great significance and exploration .
