【摘要】：全球氣候變暖及環(huán)境的惡化使得世界各地區(qū)陸續(xù)出現(xiàn)干旱、洪澇、荒漠化及海平面上升等問(wèn)題,由此形成了一大批流離失所的“環(huán)境難民”。預(yù)計(jì)圖瓦盧將成為世界上第一個(gè)由于海平面上升而全民遷移的國(guó)家。盡管這種因環(huán)境惡化而引起的人口遷移現(xiàn)象得到了國(guó)際社會(huì)的廣泛重視和關(guān)注,但是1951年聯(lián)合國(guó)難民公約及其他公約的難民定義都沒有將“環(huán)境難民”納入其中。這給圖瓦盧“環(huán)境難民”的救助工作帶來(lái)了極大的不便。 為了挽救島國(guó)人民的命運(yùn),圖瓦盧政府采取了一系列的救助措施,但最終收效甚微。本文以國(guó)際政治的視角,運(yùn)用層次分析法,從國(guó)際、國(guó)家、個(gè)人三個(gè)層面對(duì)影響圖瓦盧“環(huán)境難民”安置的因素進(jìn)行了細(xì)致分析,認(rèn)為在國(guó)家層面上的理性國(guó)家利益分析是影響“環(huán)境難民”安置的主要原因。為此國(guó)際社會(huì)應(yīng)該建立起對(duì)“環(huán)境難民”的法律保護(hù)體系,提高聯(lián)合國(guó)難民署的保護(hù)能力,國(guó)家及個(gè)人應(yīng)該減少碳排放以促進(jìn)環(huán)境的可持續(xù)發(fā)展。 難民法援助范圍的擴(kuò)大,國(guó)家難民政策的調(diào)整都有待國(guó)際社會(huì)統(tǒng)一思想,形成共識(shí)�！碍h(huán)境難民”問(wèn)題的解決雖然任重而道遠(yuǎn),但是我們也不必對(duì)此抱著盲目悲觀的態(tài)度。
[Abstract]:Global warming and environmental deterioration have led to drought, flooding, desertification and sea level rise in various parts of the world, resulting in a large number of displaced "environmental refugees". Tuvalu is expected to become the first country in the world to migrate due to rising sea levels. Although the phenomenon of population migration caused by the deterioration of the environment has received extensive attention and attention from the international community, neither the 1951 UN Convention on Refugees nor the refugee definition of other conventions have included "environmental refugees". This brings great inconvenience to the relief work of Tuvalu's environmental refugees. To save the fate of the island people, the Tuvalu government has taken a series of rescue measures, but with little effect. From the perspective of international politics, this paper makes a detailed analysis of the factors affecting the resettlement of "environmental refugees" in Tuvalu from three aspects: international, national and individual, using the Analytical hierarchy process (AHP). The rational national interest analysis at the national level is the main reason that affects the resettlement of environmental refugees. Therefore, the international community should establish a legal protection system for "environmental refugees" and enhance the protection capacity of UNHCR. Countries and individuals should reduce carbon emissions in order to promote the sustainable development of the environment. With the expansion of refugee law aid and the adjustment of national refugee policy, the international community needs to unify its ideas and form a consensus. The problem of environmental refugees has a long way to go, but we don't have to be blindly pessimistic about it.
