【摘要】：2000年以來,中國經濟飛速發(fā)展,國際地位迅速提升,中國對外開發(fā)援助日益受到各方關注。在開發(fā)援助中,最受到中國重視的地區(qū)就是“老朋友”非洲。然而近年來,中國政府陷入了這樣一種尷尬境地：傾注大量財力物力對非開發(fā)援助,結果換來國際社會的批判。就在中國援非飽受爭議之時,日本在2013年宣布大規(guī)模進軍非洲。但是回顧日本援助非洲的歷史,其長時間處于日本外交戰(zhàn)略的邊緣地帶。這一舉動不禁讓人聯(lián)想到自2010年釣魚島事件以來,中日在各個領域不斷升溫的競爭態(tài)勢。 本文從援助理論和援助歷史入手,運用大量資料和數(shù)據(jù),通過援助戰(zhàn)略、援助實情、援助體制、援助實施四個方面對比了中日兩國的對非援助后發(fā)現(xiàn),以援助行為都帶有本國戰(zhàn)略利益考量為前提,中國援非模式是一種以有限解決非洲溫飽為優(yōu)先的經濟型援助模式,日本則是以兼顧溫飽和體制問題的中間道路模式。中國在援助力度方面要遠大于日本,但在援助體制和援助實施手段的多樣性則不如日本。這從本質上反映出,相比擁有豐富經驗的日本,中國仍然是一個年輕的援助國家,但貢獻絕不容忽視。同時,中日在非洲的競爭在很長一段時間內將停留在理論和觀念層面,非洲的援助市場目前仍然求大于供,資金缺口巨大。
[Abstract]:Since 2000, with the rapid development of China's economy and the rapid improvement of its international status, China's foreign development assistance has attracted more and more attention. In development aid, the most important area in China is "old friend" Africa. In recent years, however, the Chinese government has been caught in the awkward position of pouring a lot of financial and material resources into non-development aid in return for criticism from the international community. At a time when China's aid to Africa was controversial, Japan announced a massive foray into Africa in 2013. But looking back at Japan's history of aid to Africa, it has long been on the fringes of Japan's diplomatic strategy. This move is reminiscent of the ever-increasing competition between China and Japan in various fields since the Diaoyu Islands incident in 2010. This article starts with aid theory and aid history, using a large amount of data and data, and using aid strategies to assist the actual situation. Four aspects of aid system and aid implementation, after comparing China and Japan's aid to Africa, it is found that the aid behavior is based on the consideration of its own strategic interests. China's aid to Africa is a kind of economic aid model which gives priority to the limited solution of food and clothing in Africa, while Japan's is an intermediate mode in which food and clothing and institutional problems are taken into account. China is far more powerful than Japan in terms of aid, but not as diverse as Japan in terms of aid system and means of implementation. This essentially reflects the fact that China is still a young aid country compared with Japan, which has a lot of experience, but its contribution must not be ignored. At the same time, the competition between China and Japan in Africa will remain at the theoretical and conceptual level for a long time. The aid market in Africa is still larger than supply, and the financing gap is huge.
